Research On Risk Analysis And Avoidance Strategies Of Smart City Governance

Throughout the development of cities,each technological revolution has led to a comprehensive change in the pattern of urban governance,social structure and production relations.Intelligent city is a new urban form produced under the storm of "Intelligent Revolution".It is the development direction of future cities and has a very important significance for the realization of socialist modernization.Scholars at home and abroad have already started the research on intelligent city governance.Overview of the current research results and practical experience,it can be seen that intelligent city governance has significant practical advantages.It has distinct features in replacing traditional blueprint design with intelligent inference,expanding traditional governance methods with smart technology,and refining governance fields with smart technology.The value trend of intelligent city governance is also in line with the socialist road with Chinese characteristics.It is the internalization of the "five-in-one" pattern of economic construction,political construction,cultural construction,social construction and ecological civilization construction,taking smart technology as the guide to future city construction,serving people's livelihood as the guide,and seeking long-term development on the premise of sustainable development.However,it should be noted that the advantages of intelligent city governance contain the multiple phantom of "omnipotent city”.A rational review of intelligent city governance from both internal and external dimensions mainly reflects the inherent risks of alienation between human and science and technology,inherent loopholes in cyberspace and hidden dangers of algorithm black box,the absence of data privacy and information security protection,as well as the deviation of technological dictatorship and information cocoon.The extrinsic risks are mainly manifested by the vacancy of consciousness and the lagging of system,the fall of ability and technological dependence,capital hunting and scarcity of talents,useless class and occupation substitution,etc.In order to avoid the risk of intelligent city governance,rational adjustment should be made from the four dimensions of consciousness,technology,system and talent.In the level of consciousness,we need to advance the concept,use technological review and value remodeling as the general beacon of intelligent city governance,followed by fostering good governance,and create a governance ecology with technological logic and people-oriented interests.On the technical level,algorithm correction is achieved through the open development of fair data and prevention tools,which promotes the design optimization of smart models,smart platforms and smart programs,and is committed to the benign development of technology.At the system level,we should synchronize the legal system,work together with both policy incentives and legal restrictions,and promote the transformation of the government and the pattern of multiple governance as a whole.On the talent level,on the one hand,it is necessary to cultivate an intelligent talent system to achieve human-computer common intelligence,on the other hand,it is also necessary to achieve occupational remodeling and emancipate human resources through interesting guidance.In this way,we can highlight the advantages of intelligent city governance and promote the benign and orderly development of modern cities.
