Research On The Problems And Countermeasures Of Promoting Smart City Management Construction In D City

“Smart city management” refers to a scientific,reasonable,precise and efficient modern city management model combining intelligence and humanization,which is built by the deep integration of modern intelligent information technology,especially big data and Internet of Things technology,with city management systems,mechanisms and business processes.Developing smart city management will help to enhance the modernization level of urban governance,in order to adapt to the constantly gathering population,residential scale,structure,and diverse spatial facilities in cities,and further enhance the ability to handle various urban emergencies,improve the efficiency of social governance,and improve the level of public service supply.The implementation of smart city management construction is also one of the important contents of promoting the digital development of local governments and the digital transformation of urban and rural governance in the new era,so it has good research value.This study takes the promotion of smart city management construction in D city as the research object.Based on a review of relevant concepts and theories such as smart city management,holistic governance theory,reshaping government theory,and digital governance theory,the development and evolution process of D city’s urban management mode is sorted out and analyzed.The content system,management mechanism,and overall effectiveness of D city’s smart city management construction under the current smart city management stage are mainly elaborated.Using questionnaire survey and interview methods,the implementation status of smart city management in D city is analyzed,existing problems and reasons are analyzed,and the experience of smart city management construction in advanced domestic cities is compared and borrowed.Finally,strategies for optimizing the construction of smart city management in D city are proposed.The main research conclusions are as follows:(1)The city management mode of D city has undergone a multi-stage development and evolution process,and is currently in the stage of smart city management.Based on digital technology,D city has built a smart urban management system including two sections and four functional modules,which has played a positive role in improving the digital and intelligent level of urban governance.(2)The smart city management in D city has problems such as low operational efficiency of smart systems,relatively backward intelligent technological means,poor channels for government data exchange,low public participation,and imbalanced urban-rural smart city management capabilities.(3)The reasons for the problems include insufficient government attention,low efficiency in the use of financial funds,outdated big data management and sharing systems,weak awareness of collaborative governance,and the lack of a mechanism for integrated urban-rural management.(4)By drawing on the experience of smart city construction and management from other advanced cities in China,D city should improve its smart city management operation system by establishing an efficient command and coordination mechanism,intensive use of financial funds,strengthening the construction of urban management talent team,coordinating the urban-rural two-level management system,guiding the orderly participation of the public and third-party service institutions,etc.,in order to promote the continuous improvement of the efficiency level of D city’s digital empowerment of urban governance development.
