Research On China's Smart City Governance

Because of the acceleration of urbanization in the world,the development of cities is facing various challenges,such as population expansion,resource shortage,environmental deterioration,threats to public security,traffic congestion and so on,which hinder the development of cities.In the face of these problems,the city to explore the new path and the development of the way,the smart city is precisely this new concept produced results."Smart City" is the embodiment and comprehensive application of human civilization,is the new model of urban development,but also the advanced stage of the development of urban informatization.Smart City is the common choice and inevitable trend of Chinese urban development.China is in the process of the construction of Smart city,the mastery of new information technology and infrastructure of urban facilities are not very perfect,not really from the past compartmentalization,occlusion of the management model to come out.Breaking the traditional concept,combining the development of new information technology to set up a new concept,according to the city's geographical location,its own characteristics to establish a set of urban sustainable and healthy development of a new path,and gradually improve the management level of smart city.This paper starts from the research of smart city governance theory,elaborates the relevant concepts and theoretical basis of smart city,and summarizes the characteristics of smart city governance.In Dalian city as the research object,through the present situation of the description about wisdom in Dalian city governance,points out the exist in Dalian smart city in the process of governance of public service and social demand imbalance,low utilization rate of large data environment information,and according to the questions find out the reason.The analysis compares the results of domestic and foreign smart city governance,and puts forward corresponding countermeasures and Suggestions in combination with China's own characteristics and development process.This paper is divided into five parts,the study of China's smart city governance issues.The first part introduces the background and research significance of the smart city,explain the reasons for the choice of the subject and research significance,followed by the title of the relevant domestic and foreign research literature content review,finally,the main research methods used in this paper,as well as the possible innovations and research contents of this paper.The second part is to summarize the concept and theoretical basis of the content of this article and summarize the characteristics of smart city governance.First of all,smart city,public governance,smart city governance,the concept of a detailed description,secondly,the new public management theory,urban governance theory,smart governance theory,in turn to explain,finally,it summarizes the governance characteristics,predictability,democracy and transparency of the wisdom city,and explains what is the smart city.The third part is also an important chapter of this article,take Dalian as an example,through the summary of the process and development of the city of smart city in Dalian,through the summary of the process and development of the city of smart city in Dalian,which leads to the unequal demand of public service in the governance of Dalian's smart city,the low utilization rate of information in the large data environment,the large difference in the institutional system between regions,the existence of five problems,finally,according to the proposed problem to find out the causes,from the fundamental understanding of the formation of the problem.The fourth part,taking the domestic and international smart city construction as an example,analyzes the governance characteristics and the governance achievements of each city.The fifth part,with the smart city analyzed in the fourth part of the experience,combined with the characteristics of China's cities and the development of China's smart to enhance the level of governance strategies and recommendations,such as the establishment of a holistic large data management mechanism,improve the smart city security information security system to speed up the establishment of intelligent city talent system,and so on.The sixth part looks at the conclusion of the whole text and puts forward the direction of future smart city governance.
