Research On The Development Dilemma And Support Countermeasures Of Rural Green Industry From The Perspective Of Responsible Government

The No.1 document of the CPC Central Committee in 2021 proposed to comprehensively promote rural revitalization and accelerate the modernization of agriculture and rural areas.Green development of rural industries is the only way to promote rural revitalization.The development degree of rural green industry is deeply influenced by the guiding role of local governments.Local governments play a role of policy guidance and escort for the development of rural green industry.The responsible government theory guides local governments to better fulfill their responsibilities in the process of rural green industry development.The government plays an indispensable role in the development of rural green industry.Under the correct leadership of the CPC Central Committee and the government,China's rural green industry has made great progress,but it also faces development difficulties in the process of development.This study takes rural green industry in Shandong Province as the research object,collects relevant data through field research and literature collection,and makes a grounded analysis of the development dilemma of rural green industry in Shandong Province based on the grounded theory research method.By constructing the development dilemma model of rural green industry,the paper explores the influencing factors of the development dilemma of rural green industry,so that the government can take more targeted measures to support the development of rural green industry.The results show that the poor awareness of farmers' green development,insufficient government support,lagging industrial development mode,lack of production capital,narrow marketing channels,and contradiction between technology supply and demand affect the development of rural green industry.Among them,the farmers' consciousness of green development is the endogenous driving force of the development of the rural green industry,government support is the fundamental guarantee of rural green industry development,industry development mode is a rural engine,the power of the development of green industry production capital is the basic condition of rural green industry development,market sales channel is the development of rural green industry development path,Rural green industry technology is an important driving force for the development of rural green industry.On this basis,the paper puts forward countermeasures and suggestions for the government to support the development of rural green industry,including the promotion of the concept of rural green industry development by the government,the improvement of the mechanism of rural green industry,the rational planning of the development model of rural green industry,and the increase of government subsidies to rural green industry.To help expand the marketing channels of rural green industry and break through the contradiction between supply and demand of rural green industry technology,so as to promote the development of rural green industry and boost rural revitalization.
