The rise of a great power begins in the ocean,and the governance of a strong country is based on the frontier.Since the fifteenth century,nine world powers have established their strong country's road to the expansion and governance of the local and overseas frontiers,and have gradually moved to the center of the world's historical stage.According to Francis Fukuyama,the development of the major western countries was preceded by the construction of a modern state,realizing the modern economy to take off,and gradually promoting democratization;the modern market economy operation and democratization were predicated on the construction of modern countries.The rise of a country is to rise to become a modern country,to realize the institutional construction of the modern state and the overall improvement of the overall national strength,and ultimately to achieve national modernization.The system construction of China's modern state requires the modernization of the state County,Shannan City,Tibet Autonomous Region as an example,this paper makes full use of the existing research results on the basis of obtaining relevant data from Longzi County,and comprehensively uses literature research,qualitative analysis,historical analysis and multidisciplinary research methods.China's frontier governance perspective pays attention to the governance structure,types and models of the Longzi County and Yumai Township on the Tibetan border.Through the analysis of its governance practice,it is concluded that the governance practice of Yumai Township has multiple entities and participates in social public governance and comprehensively.The social management function is integrated into one,the construction of a well-off village on the border,and the combination of poverty alleviation and rich opportunities.This paper believes that the border governance model of Yumai Township is a government-led and regionalist orientation.The pluralistic social entities actively participate in cooperation,aiming at the outstanding problems in the border areas,giving full play to the advantages of natural resources and residents,relying on science and technology to promote construction.Wealth,rule of law,civilization,harmony,peace,and beautiful borders are the core values pursued,aiming at maximizing the effectiveness of border governance,and integrating a comprehensive governance model of regulation and emotion.The enlightenment of this model to the government's border governance in Tibet mainly includes: establishing the concept of border governance in modern countries,strengthening the awareness of crisis,strengthening the crisis management of border governments,promoting the innovation of border governance models of multiple subjects,and combining residents with the prosperity of the people.To prevent border emptiness,pursue the core value pursuit of border governance with border governance policies,increase fiscal transfer payments to border areas,and implement border welfare policies.Actively explore the two-way interaction model of “center-edge” and promote the transformation of Tibet from the edge of geographical location and social development to the center of national strategy and state governance,which is conducive to giving play to Tibet's important guarantee role for national development and rise.
