Study On Local Government Behaviors Inindustrial Upgrading

Industrial upgrading is currently the main starting point for Chinese local governments to promote further economic development.Since the reform and opening-up,the Chinese economy has transformed from the traditional agricultural economy to the modern industrial economy.In order to maintain the momentum of stable and rapid economic development,the Chinese economy is faced to an era of transformation from an industrial economy to a knowledge economy.In this process,local government behaviors play a crucial role.However,what effects will government behaviors have in promoting economic transformation and upgrading,and how they should exert influence,these problems have plagued local governments for a long time.In particular,since the Third Plenary Session of the 18 th CPC Central Committee proposed the promotion of the modernization of the country's governance capacity and governance system,local governments have also faced important political task of improving their governance capabilities and governance systems to promote their own“transition and upgrading”.Therefore,local government behaviors in industrial restructuring have become a focused topic of research.Taking the Wuxi SSC Development District as an example,this article firstly reviews the economic theories of industrial upgrading and government behaviors from related research at home and abroad.Secondly,it analyzes the industrial layout and development status of Wuxi SSC Development District and the current problems in industrial upgrading.Through interviews and empirical analysis,government behaviors in the industrial upgrading of Wuxi SSC Development District were studied,including the industrial policy and the implementation of policy.Finally,the problems and causes of the promotion of industrial upgrading by Wuxi SSC Development District are discussed.It was found that the measures taken by the Wuxi Government and Wuxi SSC Development District mainly include the construction of industrial clusters,the encouragement of technological innovation,and the improvement of the government's public service.They achieved some results.However,problems such as increasing risk owing to inappropriate policy and main position of enterprise being neglected still exist,which restrict the industrial transformation and upgrading of Wuxi SSC Development District.This article summarizes government behaviors performed by Japan,South Korea,and the United Kingdom in economic transformation and upgrading,as well as the experience and lessons learned from Shenzhen,Dongguan,and Wenzhou in promoting industrial upgrading.Based on the experiences of local and foreign local governments,the issues are identified.Combining the development status of Wuxi SSC Development District,this article proposes reform ideas and countermeasures to solve problems of government behaviors in industrial upgrading from the following six perspectives: optimizing government decision-making mechanism,strengthen planning and police guidance,cultivating social intermediary power,improving the supporting facilities for industrial development,improving management and service level,optimizing the environment of business and development.exerting market dominant status,perfecting decision-making methods,optimizing government structure,fostering social autonomy,reforming the performance appraisal mechanism,diluting government influence,and perfecting the policy supervision system.
