Research On The Practice Of Comprehensive Law-based Governance Of The Country Under The Leadership Of The Communist Party Of China

Governing the country by law is one of the major strategic plans since the 18 th National Congress of the Communist Party of China.On the centenary of the founding of the Party,we have achieved the goal of building a moderately prosperous society in an all-round way,and we have entered the great journey of building a modern socialist country in an all-round way.In the new stage of development,the pressure and tests faced by the Party and the country are becoming more and more severe.There are both domestic risks and disturbances from turbulent factors in the international situation.In such a complex environment,how should China develop? How can the Party's longterm governance be achieved? How to achieve long-term stability in the country? Faced with the question of the times,the Party Central Committee with Comrade Xi Jinping at its core gave a systematic answer,of which "adhering to the comprehensive rule of law" is one of the important contents.Governing the country in an all-round way according to law is the Party's profound understanding and summary of the law of socialist development during the long-term governance process,and it is the fundamental cornerstone of ensuring long-term social stability.What is particularly important is that in the process of further promoting the practice of comprehensively governing the country by law,the core content of the socialist rule of law theory with Chinese characteristics and a new development of the Chinese Communist Party's view of the rule of law--Xi Jinping Thought on the Rule of Law has been formed.As the latest achievement of the Sinicization of Marxist theory of the rule of law,Xi Jinping Thought on the Rule of Law provides a fundamental follow-up and action guide for our country's comprehensive rule of law.The strategic layout of comprehensively ruling the country according to law focuses on practice,and the leadership of the party is the foundation of the practice of comprehensively ruling the country according to law.Therefore,this paper starts with the research on the practice of the Communist Party of China's comprehensive rule of law,and starts with the development of the Party's ideological concepts and practical measures to lead the construction of the rule of law in different historical periods.This paper comprehensively summarizes and analyzes the three major principles of the CPC's strategic layout of comprehensively ruling the country according to law in the new era,and firmly grasps the general starting point of building a socialist rule of law system,highlight the dominant position of the Constitution,put the maintenance of the dignity and authority of the Constitution first,and focus on the system of laws and regulations,the implementation system of the rule of law,the supervision system of the rule of law,and the protection system of the rule of law,in the aspect of the internal Party regulations system.It summarizes the characteristics of the practice path of the implementation of the party leadership's strategy of comprehensively governing the country by law.The paper analyzes the political orientation,institutional system,and implementation supervision and security of the work of comprehensively governing the country by law,as well as the related issues of governing the party strictly in accordance with regulations.On the basis of clarifying the relevant ideological and practical issues in the process of the Party's leadership of the construction of the rule of law and the implementation of the comprehensive law-based strategy,this paper attempts to summarize the successful experience and modern value of the Party's leadership of the people's comprehensive law-based governance of the country,with a view to providing a foundation for our country's future construction.The socialist modernization of the country and the realization of the modernization of the national governance system and governance capacity provide useful inspiration,so as to play the role of the rule of law in solidifying the fundamentals,stabilizing expectations,and benefiting the long-term in the process of realizing the great rejuvenation of the Chinese nation.
