With the coming of global risk society, social uncertainties mount up. What's more, the social-economical structure in China is experiencing a deep change. A series of elements such as the rapid social strata differentiation and intense interest structure adjustment and so on help to make many social contradictions highlighted. At present, the frequent appearance of unexpected mass incidents has become a key problem in our country, which has threatened our country's economic development and social stability. In China, unexpected mass incidents mostly occurred at the grass-roots community, and as the core subject of grass-roots public governance, grass-roots government has the most major responsibility for unexpected mass incidents governance. Grass-roots governments are the most important subject in unexpected mass incidents governance.Therefore, grass-roots government's governance capacity and governance effect in unexpected mass incidents have strong correlativity. First of all, incapability of grass-roots government capacity is an important reason for unexpected mass incidents happening frequently; second, the effective governance of unexpected mass incidents needs capable grass-roots government; third, the effective governance of unexpected mass incidents helps to improve grass-roots government capacity. For all of these, this study selected"improving grass-roots government capacity in unexpected mass incidents governance"as the subject.Firstly, the paper points out the weak performance of grass-roots government in public coordination, information management, scientific decision-making and emergency response and so on, and then analyzes the reasons of grass-roots government's incapability, separately from the system and behaviors levels. Based on all of these, the paper puts forward system creation and its realization for improving grass-roots government capacity in unexpected mass incidents governance. Besides, improving grass-roots government capacity in unexpected mass incidents governance also needs the support of relevant complementary mechanism. Therefore, establishing and perfecting the complementary mechanism is an important complement for improving grass-roots government capacity in unexpected mass incidents governance.
