Research On The Whole Village Migration And The Governance Capacity Of The Grass-roots Government In C Town Of Longhai City

With the continuous development of China’s economy and society,urbanization has achieved some progress.At the same time,the governance capacity of the grass-roots government has continued to develop along with the advancement of urbanization.At present,China’s comprehensively deepening reform has entered a deep-water zone and a tough period.It is imperative to improve the government’s governance capacity.The society also has higher requirements for governance capabilities of grassroots government.However,there is still a lack of research on governance capabilities of grass-roots governments in China,especially the lack of empirical research on grassroots government governance activities.Existing theoretical researches can’t really guide the grass-roots government to improve its governance capacity so as to adapt to the social development and reform in the new period.Therefore,in order to modernize the governance capabilities of grassroots governments,there is an urgent need to disclose the reasons for restricting the improvement of governance capacity based on the governance practices of grassroots governments.This paper conducts an empirical investigation to study the practice of village relocation in town C,Longhai.We explored the role of local grass-roots governments in the provision of public services and the status of governance capabilities.This paper also describes the current difficulties faced by the grassroots government governance and seeks new focus and breakthrough for the transformation of the functions of grassroots governments.The study shows that the C town government has more outstanding capabilities in Organizational cooperation,internal management and governance.However,due to the limited financial capacity of the grass-roots government,inadequate governance of social entities,and imperfect supervision and assessment mechanisms,the C-government’s governance capacity is limited,which resulting in a series of problems such as insufficient public service provision,unbalanced resource allocation,lack of effective supervision and internal management.The reasons are related to the existing administrative system,the basic environment of the township and the grassroots government’s own governance capacity.Through analysis,this paper believes that measures such as accelerating the construction of a modern governance system,developing the economy to improve resource extraction,and optimizing the provision of public services can be adopted to improve the ability of the primary government in our country.
