Research On The Issue Of Epidemic Information Disclosure From A Typological Perspective

The disclosure of epidemic information of infectious diseases is mainly based on Article 38 of the Law of the People's Republic of China on the Prevention and Treatment of Infectious Diseases(hereinafter referred to as the Law on the Prevention and Treatment of Infectious Diseases),which falls within the scope of general provisions.The connotation of "epidemic information of infectious diseases" involved is highly abstract,ambiguous and uncertain.This abstractness is not conducive to the disclosure of infectious disease information.To be specific,the insufficiency of the classification of epidemic information of infectious diseases leads to the corresponding obligation of the subject to disclose all the epidemic information of infectious diseases in the administrative region,which leads to the excessive task of the subject to disclose.Infectious disease at the same time,the current information of public programs only on the basis of "infectious diseases prevention law" article 38.The epidemic outbreaks,popular information must be authorized by the administrative department of public health under the State Council,to be published,this one size fits all program rules may not apply to all infectious diseases epidemic information,can lead to rigid infectious disease epidemic information disclosure;In addition,the current requirements for information disclosure of infectious diseases are "comprehensive,accurate and timely",but these three requirements are difficult to meet at the same time.Therefore,it is necessary to concretize the abstract connotation of infectious disease epidemic information,and typification is the main way to concretize the abstract concept.Therefore,it is necessary to categorize the epidemic information of infectious diseases to make the abstract concept more specific.In the process of typing analysis,it is the main means to classify the objects according to their basic characteristics,and the classification standard is the core of typing analysis method.In the information disclosure of infectious diseases,the public is not only the recipient of the information disclosure,but also the object of the epidemic.In addition,the disclosure of infectious disease information also involves the exercise of citizens' right to know and their right to supervise state organs and state workers.At the same time,according to Maslow's hierarchy of needs theory,the disclosure of epidemic information of infectious diseases meets the safety needs of the public.Therefore,"public needs" should be regarded as the classification standard of epidemic information of infectious diseases.At the same time,according to the hierarchy theory of human security needs,security needs can be divided into three categories: "sense of certainty","sense of security" and "sense of control".Therefore,under the standard of "public demand",epidemic information can also be divided into three categories: "high demand","medium demand" and "low demand".Finally,for the above three types of infectious disease epidemic information with different types,relevant rules should be formulated in terms of the subject,procedure and content,so as to construct a framework for the disclosure of infectious disease epidemic information and make the disclosure of infectious disease epidemic information more scientific,refined and reasonable.
