Our country has entered the market economy society for more than 40 years.With the development of our country's economy and society,the process of urbanization is speeding up constantly.No matter in big cities or small towns,communities,as the residential places that occupy the longest time of citizens,play an important role.Community is just like the most basic cell,which is the basic unit of social structure,and community governance is the basic project of modern urban governance.In the crucial period of promoting the construction of a well-off society in an all-round way,the grass-roots community governance is related to social stability and harmony,and even affects the national modernization.How to govern the community has become one of the main problems facing the social governance in China.As pointed out by general secretary Xi Jinping in the nineteen major reports,"strengthening community governance construction,promoting the shift of governance focus,giving play to the role of social organizations and achieving a positive interaction between government regulation and social regulation and residents' autonomy" is of great significance.This paper selects the typical relocation and resettlement community in southern Jiangsu,that is,Xinnan community in Daxin Town,Zhangjiagang City as the research object.Firstly,it expounds the relevant concepts of community governance,multi-agent and collaborative governance,based on the governance theory,collaborative governance theory and new public service theory,combined with the typical case analysis,and comprehensively uses the literature research method,questionnaire survey method and Based on the observation method,this paper makes an in-depth study on the difficulties,causes and improvement measures of multiple governance subjects in Xinnan community,Daxin Town,Zhangjiagang City,and points out that the cooperative governance mode of multiple subjects in Xinnan community has the following problems: unbalanced development of each subject,insufficient motivation to participate in governance,obvious superior administrative intervention and weak cooperative mechanism And so on.Through in-depth community practice research,taking the forms of questionnaire,household visit and interview with leaders,and comprehensive analysis,it is believed that the main causes of the above difficulties are obvious contradictions,unclear rights and obligations,and inequality among governance subjects such as neighborhood committees,residents,property companies and social organizations;large gap in the ability of different governance subjects;insufficient investment in relevant funds and human resources The platform of collaborative governance has not been built for a long time;the scientificity and rationality of assessment system need to be improved.Based on the foreign advanced community governance theory and the successful governance experience of the same type of community in China,this paper proposes countermeasures for the multi subject collaborative governance of the community,namely,strengthening the guidance of the party and the government,highlighting the leading role of the party building,building a platform for the multi subject collaborative governance,establishing the operation guarantee mechanism of the collaborative governance,strengthening the supervision and assessment,and improving the participation in the governance Enthusiasm,etc.According to local conditions,the governance mode can effectively alleviate and control many problems existing in the resettlement community,so as to win more time and space for the smooth transition of such community from rural to urban,from traditional to modern,and make great contribution to the prosperity of the country and the promotion of social harmony and stability.
