Research On Collective Action Mechanism In Rural Revitalization

The report to the 19 th National Congress of the Communist Party of Chinac learly put forward the "implementation of the rural revitalization strategy",which put forward the general requirements of "thriving industries,livable ecology,civil ized local customs,effective governance and a prosperous life".Looking back pa st practice,the rural revitalization is driven by the government.Under the mixed effect of the lack of multi-subject participation and the "data drift" in the pursuit of political achievements,the rural revitalization has shown the disadvantagesof p ompous but not true.What's more,due to the poor geographical and geographica l conditions of some villages,foreign capital is rarely explored.Thus,rural const ruction seems to have been stripped of its original meaning.This paper argues t hat the government,enterprises and the villagers are as the main body,the partic ipation of rural revitalization is not divided each other but mutually beneficial sy mbiosis,among tripartite cooperation to build consensus,and sharing mechanism,both can be avoided by the government under a single,dominant "ShuXieShi" ru ral construction,and can provide "think tank" for the development of villagers,c an effectively prevent the business capital crazy on rural development.Thinking f rom these three aspects can be regarded as a new perspective of rural revitalizati on research.This paper combed the domestic and foreign scholars about the "rural revital ization" and "collective action mechanism" of research ideas and research results,i t is not hard to find,at home and abroad in the country revitalization,on the re search of scholars and more put on the government's position thinking,lack of u nderstanding of rural revitalization and villagers demand research,the villagers as the main body lack of the initiative and enthusiasm of participation,and too mu ch theory,the lack of empirical research.However,there are few studies on coll ective action mechanism or actual cases in rural revitalization,and no discussioni s carried out from the perspective of holistic governance and collective action.T here is still the shadow of a single subject revitalizing the countryside under thel eadership of the government.Different from the original "blood transfusion" rural construction mode promoted by the government as a single dominant group,the model of "government,enterprise and people" in lujia village studied in this paper emphasizes the participation and interaction of multiple subjects and the balan cing game of multiple interests.The key is to reach consensus on rules and inte rests and form a community of common destiny.The purpose is to regard "villa ge" as the overall action subject,so as to explore the obstacles of consensus,co-construction and sharing mechanism in the cooperative village building model,a nd finally put forward policy Suggestions for summarizing the governance experi ence of general rural revitalization.Therefore,the study on the consensus,co-con struction and sharing mechanism in the model of "government,enterprise and pe ople" in lujia village has become the entry point and possible innovation point o f this paper.Based on the background,implement the strategy of rejuvenating the country by LuJia Village hing village "other people" cooperation mode as the research object,based on the holistic governance theory,collective action theory,analyzed LuJia Village cooperation xing village the consensus mechanism,the mechanism and sharing mechanism in the model,combining the LuJia Village hing village "other people" cooperation mode of field survey and literature review,found that "other people" formed the consensus of cooperation xing village,there are three main forms: one is the government from a single to multiple cooperation,the se cond is the enterprise from the pursuit of self-interest to share social responsibili ties,is three villagers from small home alone to mutual symbiosis.The condition s for reaching consensus among the three parties' collective action subjects are m ainly based on common values,interests and goals.The connotation and characte ristics of the co-construction mechanism in the cooperative village model are asf ollows: the main body of the tripartite cooperation has a reasonable division of l abor and each performs its own functions;the leadership of the party committee and the leading of the rural elite are its key resources;the interest guarantee and coordination mechanism complement each other.Its governance results are mainly based on the promotion of rural revitalization by industrial prosperity,the effecti ve activation of potential factors by institutional innovation and the provision of sustainable development momentum for lujia village.The following text continues to analyze the operation status and obstacles of the sharing mechanism,and fin ds that the mechanism design,benefit coordination and resource allocation have not reached the ideal state required by the sharing mechanism.The author findsthat the difference in the identity of government,enterprise and people in rural r evitalization,the weakening of the relationship between the subject of collective action and the asymmetry of the interests of the subject of collective action all hinder the spread of consensus mechanism in rural revitalization.The cooperation and co-construction mechanism is not as perfect as reported,and its obstacles ar e as follows: the coordination cost between governance bodies is too high,the a utonomy of choosing and designing the local system is not enough,and the impl ementation and development in the later stage are lack of efficient and perfect s upervision and maintenance.The reasons for the poor performance of the sharing mechanism lie in the conflict between individual rationality and collective interest s.The lack of endogenous driving force of rural autonomy and the infiltration of market factors also restrict the interest guarantee and coordination in the cooperat ive village model.On this basis,the author puts forward some Suggestions on o ptimizing the collective action mechanism in rural revitalization,which includes c onstructing the consensus mechanism of multiple forces' participation,establishing the co-construction mechanism of innovative rural revitalization system,and prom oting the sharing mechanism of the benefits of rural revitalization.
