opening up.The short board is the key to building a well-off society in an all-round way.After 40 years of reform and opening up,China’s rural areas have undergone tremendous changes.However,with the establishment of a socialist market economy and the employment of hundreds of millions of peasants in cities,the scattered small-scale peasant economy has encountered policies,scales,and scales in achieving a higher degree of affluence.Under the premise of ensuring the stability of the countryside,in order to accelerate the development of the "three rural",the central level clearly stated that it is necessary to continuously deepen the reform of the rural collective property rights system and develop and strengthen the rural collective economy.Therefore,the village-level collective economy has been given a new mission in implementing the rural revitalization strategy in the new era,and shoulders the responsibility of promoting the modernization of agriculture,the harmony and beauty of the countryside,and the affluence and happiness of the peasants.F County is the main source of rural reform in China.As early as 1978,the county took the lead in dividing the land into households,breaking through the policy of collectively planting public land and eating public meals,becoming the vanguard of early reform and establishing the side of rural reform.banner.With the deepening of reform and opening up,the “small farmer” economy,which is divided into households,has largely restricted the further development of large-scale agriculture and modern agriculture.Through the transfer of land and the development of modern-scale agriculture in other rural areas of the country,the collective economy has been continuously expanded.Against the backdrop of the great stride of Fuyu Road,at the end of 2014,among the 223 established villages in F County,there were only 10 villages with collective economic income,and 213 villages were “empty shell villages”,accounting for the “empty shell” of the city.One third of the total number of villages,the situation is quite serious.As a representative of public power,the government develops and strengthens the collective economy in the context of implementing the rural revitalization strategy.It is both a function given by law and a political task in the new era.In recent years,F County has guided a series of measures such as strengthening organizational leadership,broadening the development path,introducing support policies,and optimizing the development environment to guide the rural collective economic economy in F county,and analyzes the function of F county government on rural collective economic development,and discusses the influence of government function on rural collective economic development.The issue and suggestions are provided to provide a useful reference for the F county government to better strengthen the rural collective economy.The first chapter introduces the
