In the era of globalization and information,the quality of education has become a worldwide concern.It is a common measure to establish and complete the system of academic evaluation to ensure and improve the quality of education.In the new century,improving the quality of basic education comprehensively has become the pursuit and goal of education reform in China.Chinese courses are the first of the three core courses in basic education.Its teaching and learning quality have aroused great attention from the state and society.As the most developed country in the world,from the federal government to the state government,the United States also attaches great importance to the academic achievements of students in the basic education stage.As an immigrant country,English is particularly important.In order to further strengthen and improve the quality of basic education,California has established and implemented a scientific and effective student achievement evaluation system,among which CAASPP is the most influential one,and the English evaluation system is the most important part.In the course of its operation,the system has achieved good social response.In order to better explore and think about the construction of the evaluation system of students 'academic achievements in China's basic education stage,especially Chinese courses,to effectively improve the quality of basic education in China,CAASPP is specifically used as an object,and the English course is used as an example for research,and at the same time,it can contributes China's experience in improving the quality of basic education for all countries in the world,especially the quality of Mandarin education.This study adopts the methods of literature analysis,comparison and case study to explore the establishment process,structure framework and content of the English system of CAASPP.This study mainly includes the following:The first chapter is an introduction.It is believed that this research comes from the importance of basic education and its quality.The evaluation system of basic education quality in China needs to be established and improved,and the evaluation system of students' academic achievement in California is worth learning from.On this basis,the research significance of the English academic achievement evaluation system is determined.The research status at home and abroad is sorted out from different dimensions,and the research ideas and methods are clarified.At last,the core concepts are elaborated.The second chapter studies the establishment of CAASPP system,and expounds the historical background and process of the formation.This study believe that the quality of basic education is facing challenges,and the urgency of introducing "California Common Core State Standards",and establishing CAASPP system is an inevitable choice for the development of the times.The action theory emphasizing the cooperation of various elements is theoretical basis of CAASPP system.And inclusiveness,diversity,and comprehensiveness are the basic principles and value pursuits of it." California Common Core State Standards" and constantly updated scientific standards are the key basis for evaluation.Evaluation has great significance to improving the quality of basic education.The third chapter expounds the overall composition and working process of the evaluation system.CAASPP system evaluation implementation subject chooses the method of bidding.The system consists of the SBAC evaluation system for mathematics and English courses,the scientific test system and the Spanish test system.The evaluation system provides technical support to the evaluation by means of various tools.Student achievement reports and The Golden State Seal Merit Diploma for outstanding students ensure the full implementation of the evaluation.The fourth chapter takes English course as a case to illustrate the process of English evaluation.It is believed that the backward ranking of students in PISA test is the direct reason for the construction of CAASPP English system;the construction of evaluation framework ensures that the curriculum standard is consistent with the evaluation project;the evaluation system highlights the special care for the students with cognitive impairment,and reflects the similarities and differences between the special students and the general students on "California Common Core State Standards".The results of the evaluation of the English performance of the two types of students are taken as examples to discuss the implementation effect of the evaluation system.The fifth chapter discusses the characteristics of California CAASPP system and the enlightenment to our country based on the analysis of evaluation system and the English subject,and summarizes its characteristics mainly includes:operable action theory is the key to evaluation;the fair evaluation concept and process ensure that the evaluation process can be carried out effectively;the diversified evaluation methods can reflect the students'performance most truly;achievement award of stimulating students' enthusiasm for learning can improve interest in learning;advanced technical support can ensure the efficient operation of evaluation.On this basis,combined with the current status of Chinese evaluation,we have drawn targeted enlightenment:improve the driving role of basic education curriculum standards;build a complete evaluation system of academic achievement;establish a national educator platform that helps student evaluation Exchange and mutual assistance;pay attention to the cultivation of inquiry ability in Chinese curriculum evaluation;develop advanced technology to support evaluation.
