Education equity is an important embodiment of social equity.In order to consolidate and improve the level of nine-year compulsory education and promote the balanced development of compulsory education,China has successively promulgated a series of policies and regulations,such as the outline of national medium and long term education reform and development plan(2010-2020),and the opinions on further promoting the balanced development of compulsory education.In recent years,the government has been increasing its investment in compulsory education.In the past music education research,the problems such as the lack of music teachers and music facilities are gradually being solved.The music education in primary and secondary schools in China is also developing towards a more balanced and more in line with the needs of the times.In 2017,Yanggu County passed the acceptance of "compulsory education balanced county",representing the overall level of compulsory education of Yanggu County to a new level.At the same time,the establishment and acceptance of "compulsory education balanced county" is a new start.While the previous problems have been solved gradually,many new problems arise.Only based on the present situation can we find the problems existing in the music education in urban and rural areas,which is conducive to the further balanced development of compulsory education.Based on the in-depth investigation of two representative schools in Yanggu County,combined with their own education experience,this paper provides some suggestions for the further balanced development of urban and rural music education.This paper mainly includes the following three parts:The first part is the introduction,which introduces the background of the problem,the purpose and significance of the research,the research status at home and abroad and the research methods used.The second part is the definition of related concepts and the related theoretical basis involved in this paper.The third part is the investigation and analysis of music education.The author investigates and analyzes the teachers,hardware facilities,course development,teaching and research activities,and students' music literacy of the two schools,Through the comparison of the students' music quality between before and after and between urban and rural areas,this paper summarizes the progress and existing problems of music education in urban and rural areas after the acceptance of "compulsory education balanced county",and finds out the commonness and characteristics of music education in urban and rural areas,and provides suggestions for further promoting the balanced development of music education in urban and rural areas.
