The century-old plan is based on education.The foundation and overall arrangement of compulsory education development in a country usually have longterm significance for the development of the entire national education system,which affects the long-term peace and stability of the whole country.At present,many provinces and cities in China have the problem of unbalanced development of urban and rural compulsory education,which has affected the further development of China’s compulsory education development system.Therefore,in this context,this paper carried out a research on the equalization of urban and rural compulsory education in county-level cities.Meanwhile,the purpose of studying this topic is to promote the high-quality development of China’s compulsory education development system and improve the level of educational spiritual civilization in each region.The case of this paper is Yueqing.As a microcosm in the unbalanced development of compulsory education between urban and rural areas in China,its development of compulsory education between urban and rural areas is representative to a certain extent.Therefore,this paper hopes to promote the high-quality and balanced development of education development system in Yueqing through this study.In this paper,the integrated use of literature study,case study,questionnaire method,launched yueqing city urban and rural compulsory education equalization development question research,first of all,this paper expounds the background purpose and significance of this study,and to research generalizes the research status at home and abroad,and to determine the innovation points and research method of this paper.Secondly,it systematically sorts out the education resource allocation theory,education resource sharing theory,education equity theory,public goods theory and related concepts,which provides a good theoretical guidance for the following articles.Thirdly,the paper analyzes the current situation of the development of compulsory education in urban and rural areas of Yueqing city.It first analyzes the layout,financial investment and teacher team construction of compulsory education in Yueqing city,and then analyzes the diversified work,information construction,teaching research and curriculum reform practice of the balanced development of compulsory education in urban and rural areas of Yueqing city.In addition,the paper expounds the problems and causes of the balanced development of urban and rural compulsory education in Yueqing City,first designs a questionnaire survey system,and then analyzes the problems in the balanced development of urban and rural compulsory education in Yueqing City,such as unbalanced education scale,unreasonable teachers,large gap in running conditions,and unfair investment in education funds.Then it analyzes the causes of the problems,which are caused by the irrational dual development mechanism between urban and rural areas,the low treatment in rural areas,the lack of excellent teachers,the backward construction of rural education infrastructure,and the unreasonable education policy planning and guidance.Finally,it creates countermeasures to promote the balanced development of urban and rural compulsory education.The paper puts forward some countermeasures,such as setting up the concept and mechanism of balanced development of urban and rural obligation transactions,strengthening the construction of teachers and reasonable flow mechanism,increasing financial investment,improving teaching hardware,improving education development planning,and implementing the main responsibility of the government.Through the research on the balanced development of compulsory education between urban and rural areas in Yueqing City,this paper hopes to help Yueqing City promote the balanced development and allocation of urban and rural teacher resources,and at the same time,this research can also help the region to achieve equitable development of education,which has positive development significance for other areas with similar situations.
