The urban and rural dual economic structure and the system of education,resulting in a shortage of high-quality educational resources and education gapbetween urban and rural areas, hindered the realization of education fairness.Urban-rural integration is a new theory for the elimination of urban-rural dualeconomic structure and the gap between urban and rural areas. Break the urban-ruraldual structure, to achieve the balanced allocation of urban and rural teacher resourcesand the integration of urban and rural education development is the importantguarantee for realizing fair education. At present, the development of compulsoryeducation is not very balanced in China, especially between urban and ruraleducational resources. Among the variety of educational resources, the teacher is themost important educational resource, and also the key to improve the quality ofeducation. Therefore, the promotion of balanced allocation of teacher resources inurban and rural areas, is not only a key to balance development of compulsoryeducation, but also an important guarantee to promote educational equity.Taking W City, Shandong Province, from the perspective of the integration ofurban and rural education research compulsory education teachers equilibriumconfiguration problems between urban and rural, by means of balanced allocationteacher resources between urban and rural to promote the compulsory educationbalanced development, realize the fair education. This article includes the followingfour parts:The first part describes the research background, significance and researchmethods applied, summary and review research status of teachers equilibriumconfiguration inside and outside, but also defines a number of related concepts.The second part analyzes compulsory education teachers configuration status inW City. I analyze the data collected using SPSS software, from teacher structure,quality, quantity and satisfaction, draw out current unbalanced teacher resourcesbetween urban and rural in W city.The third part summarizes the main cause of compulsory education teacherunbalanced configuration in W city. Urban-rural dual structure, unbalanced economicdevelopment and educational policies are the cause of compulsory education unbalanced teachers in W city. Urban-rural dual structure is root cause. Unbalancedeconomic development between urban and rural areas is important cause of balancedteacher resources. Educational policy is the direct cause of unbalanced teacherresources.The fourth part presents strategies to promote compulsory education teacherbalanced configuration. Increase the teaching staff in rural areas, the establishment ofurban-rural integration faculty; improve teacher wages in rural areas, theimplementation of the integration of urban and rural teachers wage system; rationalallocation of teacher preparation standards, appropriate to rural areas; usinginformation technology to promotes the integration of urban and rural teacherresources allocation; establish balanced teacher supervision and evaluationmechanisms to promote the integration of urban and rural education.
