With the development of our market economic system, the malconformation of urban andrural education equality has become more obviously. The problem of teacher mobility as arepresentative problem has become a focus of education department and government. Teachermobility between urban and rural is something that teachers change their work unit becauseof personal interests and development requirement. This procedure has a direct influence onresource distribution about urban and rural teachers. Nowadays, the study of teacher mobilitybetween urban and rural in our country is at the initial stage, government and educationdepartment do not well define the scope of teacher mobility between urban and rural in ourcountry and nor do regularize their behavior. As a result, there are some problems in teachermobility between urban and rural, such as one-way imbalances, flowing without purpose,trend towards the profit, elusive and so on.The paper uses questionnaire survey as main research method, analysis the problems ofteacher mobility between urban and rural to find the reasons. Through analyzing, the paperthinks the reason is not only relative to institutional and policy, but also relative to careermanagement and supervision mechanism of teachers. Under these results, the paper putforward some suggestions to solve the problems in teacher mobility. There are five chapters in this paper. The chapter one introduces the background andsignificance, analysis research summary about China and foreign country and expounds thestudy technical way and method. Chapter two introduces correlation theory, includingeducational equality, compulsory education balanced development, teacher mobility betweenurban and rural, teacher career management and foreign teachers mobility between urban andrural. Chapter three takes Xuancheng as an example, using questionnaire survey to studyteachers’ mobility between urban and rural and analysis the reasons according to results. Inchapter four, the paper gives some suggestions, including establishing teacher careermanagement, establishing teacher training pattern, establishing salary system and incentivesystem in order to improve the performance about teachers mobility between urban and rural.In chapter five, the paper summarizes the content and points out deficiencies.
