Research On The Development Of Private Colleges And Universities In Liaoning Province

Private education is an important part of China's education system.In recent years,China has paid more and more attention to the development of private higher education.China's private colleges and universities have thoroughly implemented the spirit of General Secretary Xi Jinping's important speeches and new concepts,thoughts and strategies for governing the country,fully implemented the Party's education policy,and actively promoted the development of private education.The government plays an important role in the development process of private education and performs the responsibility that cannot be abandoned.Only by intervening in the market of private higher education with this "invisible hand" and changing the traditional understanding of private higher education can the scientific governance system of private higher education be promoted.The local government of Liaoning province has actively fulfilled the government responsibility in the development process of private colleges and universities,played a certain role and achieved a lot.This paper mainly adopts the methods of comparative research,questionnaire survey and interviews to study and analyze the problems existing in private colleges and universities in Liaoning Province,the problems existing in the implementation of government responsibilities in the development process of private colleges and universities in Liaoning Province,and the reasons for the lack of government responsibilities.First of all,this paper has carried on a series of elaboration to the research background,elaborated the research significance from the realistic,theoretical and legal aspects,and introduced the current research status and deficiencies at home and abroad.Secondly,based on the theory of quasi-public goods,the theory of third-section-not-for-profit organization and the theory of educational equity,this paper analyzes the current situation of private colleges and universities in Liaoning province and the current situation of government accountability.Thirdly,through the investigation and interview of the private colleges and universities in Liaoning Province,this paper expounds the problems existing in the development process of the private colleges and universities in Liaoning Province,summarizes the performance of the government's lack of responsibility in the found problems,and analyzes the reasons.Finally,the paper puts forward some countermeasures and Suggestions for the further development of private colleges and universities in Liaoning province.Through the research of this paper,it is concluded that the main problems in the process of government fulfilling its responsibilities are:lack of scientific evaluation and planning for private colleges and universities,insufficient investment of government financial funds,inadequate implementation of the government's supervision responsibility,imperfect talent incentive system and laws and regulations system.The analysis shows that the main reasons for the lack of government responsibility are:unclear market boundary between the government and private universities,lack of responsibility consciousness of the government,incomplete implementation of relevant policies,relatively backward transformation of government functions and imperfect guarantee mechanism.This article in view of the development of private colleges in Liaoning province based on the perspective of government responsibility in the process of the troubles of,draw lessons from the domestic and foreign advanced experience of the government to promote the development of private colleges,puts forward the effective measures to perfect the Liaoning province colleges and universities run by the local government responsibility and Suggestions:one is to strengthen the government of private colleges policy guidance,including to carry out the policy of financial support,set up a good private universities special funds;Introduce the student source support policy of private colleges and universities,highlight the characteristics of running schools;To establish a talent incentive mechanism to protect the rights and interests of private teachers;Second,to promote the government's scientific management system for private colleges and universities,including the scientific planning of the management system for private colleges and universities;Standardizing and protecting the autonomy of private colleges and universities;To fully foster private higher education intermediary organizations;The third is to improve the government supervision mechanism,including improving the management mechanism,clarifying the responsibilities of government management institutions and strengthening the regulatory mechanism.Through this study,it is hoped that it can help Liaoning provincial government to establish a perfect government regulation system,and provide some specific Suggestions for the further rapid development of Liaoning private colleges and universities.
