A Study On The Responsibility Of The Government In The Development Of Private Higher Education

The private higher education is similar to the public higher education, which is a natural public sector,(or different from the private sector, public sector's non-profit the third sector), both in theory, or from existing law, the Government should not abandon its responsibility in the development of private higher education issues. Public goods theory and the theory of external together determines that the Government should and also must change the traditional understanding of private higher education ,through the government intervention to promote positive external output, and limit the negative external output, and through taking its responsibility for appropriate funding in the development process of its financial Difficult to promote its sustainable development; the theory of market malfunction has put up with the view that the market mechanism is not omnipotent, and it needs the "visible hand" of the Government to intervene the private higher education market and correct the market shortcomings; from the existing law, the government has statutory legal responsibility to the private higher education.However, in the development process of China's private higher education, our government did not properly perform its functions, especially showing in the dislocation of concept, lack of financial, overwork of management, lack of policy, as well as clearance of services Space. The various defaults of government, is the a reflection and manifestation of the presence of the drawbacks of current public administration system in the field of management and also the result of the of the lag of concept of management functions or lack of and functions innovation in the process of conversion for private education from China's planned economy to market economy. all the missing of the government responsibility , not only increased the public's prejudice of private higher education bias, but also reduces the trust of the organizers of private higher education's in the Government, which has a negative impact not only on the development of private higher education but the whole higher education . To correct the wrong, reduce the offside and make up for the absence, and improve the ability of implementation of policies and efficiency of service ,should become the most urgent task in the reform of private higher education management systemOf course, the Government is not the "Almighty", the Government's responsibility should be limited. At present, the Government should play the good roles of guide,creator,funder, supervisor and server based on the statutory duties and existing problems in the management of private higher education, then take on the responsibility of concept, management, finance, policy, as well as the corresponding services ,then Lead change of concept, improve policies and regulations, establish financial support and strengthen macro-regulation, and provide carriers' services ,which is the core and the most urgent topic in the responsibility of government.
