Since Chinese economic reform, Chinese society has developed continuously and Chinese economy has grown gradually. Chinese government advocates the large scale and great development of private universities to meet the needs of higher education for Times.And China’s higher education development has transformed from government monopoly into diversified school-runners. Large quantities of private universities not only provide the brainpowers for our socialism construction, but also satisfy great education needs. However,as private universities develop further, they have suffered bottleneck, met many problems, and caused a distance from public universities. Due to the short development history in China,private higher education has not run perfectly, and it also lacks experience.There have been many problems in our private higher education, among which some are caused by the private universities themselves though, government is the real cause. The government doesn’t establish laws and rules frame well, so private universities develop oddly.Furthermore, government does not recognize its problems clearly and not execute duties well,which are mainly shown in idea, management, policy, and service, etc. Government’s lossposition, lacking position, and overpower in these aspects have hindered the development of our private higher education. These problems of government are mainly caused by its command thoughts and the drawbacks in function transformation when government transforms from command economy age to market economy age. This can be regarded as the disadvantage of our public management system of private higher education. To change the current situation, government first must be clear its responsibility and position in private universities, then must change its ideas, and see the functions of private universities fairly.Only in this way, can government provide a harmonious market environment for private universities; therefore can both the private and public universities compete fairly and develop commonly.
