On October 31,2020,the CPC Central Committee and the State Council issued the"General Planning for Deepening the Reform of Educational Evaluation in the New Era",which affirmed the guiding role of the evaluation" baton",and clearly put forward"reversing the unscientific orientation of educational evaluation and resolutely overcoming the deep-rooted of only scores,only studies,only diplomas,only papers and only hats".As a key part of educational evaluation,teacher evaluation is not only related to the development of teachers,but also to the process of educational evaluation reform.There are some hidden problems such as unscientific index system and unfair results in reality.The author thinks the root is "system problem",that is,the construction of evaluation system.Only a good and just appraisal system can serve teachers.Therefore,based on the perspective of institutional ethics,this study uses literature method,interview method and text analysis method to explore the ethics,realistic dilemma and improvement path of primary school teachers' evaluation system,that is,to clarify its theoretical connotation,to examine its ethical dilemma,and put forward the construction path of fair and good teacher evaluation system on the basis of analyzing the reasons.In addition to the introduction,this study is mainly divided into five parts,the first is the theoretical interpretation of the ethics of teacher evaluation system,which is the starting point of this study.Including the possibility of the ethics of teacher evaluation system,the connotation and function and construct the evaluation criteria of ethics of teacher evaluation system from the three dimensions of justice,development and humanism.Then,using qualitative research method,In-depth interviews with teachers and principals in several primary schools.And classifies the teacher evaluation system in order to outline the teacher evaluation system overall,roughly presenting the reality of the teacher evaluation system.Presented in Part Two.On the basis of analyzing the interview data and studying the text of the induction system,this paper describes in detail the practical operation of the teacher evaluation system,makes great efforts to describe the ethical dilemma of the teacher evaluation system,and puts forward that the current teacher evaluation system has fallen into ethical dilemma:the evaluation system is not fully inclusive of teachers in its formulation and execution,the relevant personnel are often influenced by subjective emotional;the evaluation results are unfair;the content of the evaluation emphasis on merit over merit,the evaluation method is emphasis on result over process,the evaluation process emphasis on competition over cooperation,which can not guarantee the all-around development,internal development and full staff development of teachers;the high pressure management and quantitative ranking in the evaluation hurt teachers' dignity,and the standard inspection?symbolic violence and time oppression damaged teachers' freedom.In essence,teacher evaluation system faces three ethical dilemmas:fairness?expansibility and humanism.This is the content of the third part and the focus of this study.The fourth part analyzes the reasons,the ethical dilemma of teacher evaluation system is the result of the interweaving and interaction of many factors.As far as social factors are concerned,utilitarianism affects the value orientation and function orientation of the evaluation system,and harmony and high power distance in traditional culture affect the fairness of the evaluation system.School administration system and power structure restrict the realization of evaluation system ethics;In addition,teachers are driven by the benefit maximization and the lack of critical reflection further dispel the possibility of evaluation system ethics.Finally,on the basis of the fourth part,this paper puts forward the improvement path of teacher evaluation system ethics,which is the end place of this study.This paper points out that the evaluation system should be based on the local education bureau,schools and teachers.Specifically,the local education bureau should first reverse the wrong view of political achievements,set up the view of educational achievement of foster character and civic,and endow the school with autonomy.Second,it is necessary to carry out the separation of management from operations and evaluation,establish multiple evaluation mechanisms,and create a good new ecology of regional education evaluation.Schools should change the leadership mode of the hierarchical system firstly,implement moral leadership,and promote institutional change.Secondly,ensuring teachers' participation and setting up reasonable evaluation contents and diversified evaluation standards.Moreover,On the one hand,teachers should strengthen the consciousness of subject and the ability of critical reflection,and dare to question and act.On the other hand,they should adhere to the attributes of education,maintain enthusiasm for education,and strive to achieve self-integrity.The establishment of the evaluation system of primary school teachers rich in ethical implication is the central requirement of the reform of primary school teachers'evaluation,and it is also the proper meaning of deepening the reform of educational evaluation and breaking down the "five only".Based on the perspective of institutional ethics,this study constructs the theoretical framework of primary school teacher evaluation system ethics,reveals the ethical dilemma of the current primary school teacher evaluation system,and then explores the specific reasons for this dilemma.Finally,this paper puts forward the concrete way to solve this dilemma and construct a good primary school teacher evaluation system,which aims at promoting teachers'development,serving school education and promoting evaluation reform with excellent teacher evaluation system.It can also provide some thinking for the perfection of teacher evaluation system.
