The policies and regulations related to school physical education are an important part of the construction of the socialist legal system with Chinese characteristics.To perfect the policies and regulations related to school physical education is not only the need of the reform and development of school physical education,but also the need of governing education and sports according to law.Finnish school physical education plays an important role in basic education,and the success of Finnish school physical education is largely due to the guarantee and promotion of its school physical education policies and regulations.Nowadays,in the context of increasingly frequent international education and physical education exchanges,the theoretical and practical research on school physical education policies and regulations in China is in the stage of development,and it is necessary to learn from developed countries the successful experience in the formulation process,implementation content and application methods of relevant policies and regulations.This article USES the literature material method,comparative method,logical analysis and case study method,with the two countries China and Finland school sports related policies and regulations of the text as the research object,through to enter our country Ministry of Education,national sports bureau and the State Council and other agencies website search relevant regulatory documents,and through the Google browser into the Finnish government,education and the ministry of culture,as well as the youth association and so on site collection and school sports of regulations and relevant policies,from the curriculum standards,health policy,teachers,students and school sports security policy a comparative study of part four,comparison and comprehensive analysis,logical method,Based on the analysis and summary of the similarities and differences between the two countries in different aspects,the following conclusions are drawn:First,the Physical Education Curriculum Standards of China and Finland attach importance to the development of students in aspects of “sports skills and knowledge,physical health,mental health,and lifestyle and attitude”.In terms of curriculum objectives,China's curriculum objectives are more specific,while Finland's curriculum objectives are more broad.On the level of curriculum content,China's physical education curriculum is more hierarchical and organized in content setting,and Finland has set physical education curriculum learning content both inside and outside the school is a major feature.In the evaluation of physical education curriculum,Finland pays more attention to students' learning experience,while China pays more attention to students' physical ability and skills.Second,in order to promote students' physical health,both China and Finland have introduced numerous policies and regulations to encourage students to take part in physical exercise.In terms of student health policy,Finland's policy objectives focus more on building a culture of active physical activity and achieving a more active and enjoyable school life.However,the goal of China's health policies and regulations is still limited to improving students' physical fitness,and the content is mainly based on intramural sports activities,and the physical fitness monitoring attaches too much importance to the test of physical ability and skills.Thirdly,policies and regulations on teacher qualifications in Finland are at a high level of legislation,most of which are stipulated in the form of bills,and the educational background requirements for physical education teachers are higher.In recent years,China has also begun to gradually improve the educational standards for teachers,but the legislative level of relevant policies and regulations is relatively low,the overall level of teachers in primary and secondary schools is relatively low,and the proportion of teachers with master's degree or above in the teaching team is still very low.Fourth,Finland has a relatively complete system of policies and regulations on school sports safety.The legislation level of policies and regulations on school sports safety is high,and school safety accidents are clearly stipulated in the form of legislation and bills.China's related policies and regulations on school sports safety are not perfect enough,and student injury accident disputes are still troubling the sound development of school sports,so it is necessary to improve the relevant policies and regulations system on school sports safety as soon as possible.In view of the above conclusions,the following suggestions are put forward:First,absorb advanced curriculum concepts,build a special class standard system.Our country should base on the idea and reality of curriculum reform and construct the curriculum system in line with the development of socialism with Chinese characteristics.Second,innovate physical fitness test index,comprehensive test evaluation method.We should actively build the integration model of physical activity and physical activity,pay attention to the construction of the evaluation index system related to students' physical health,and diversify the evaluation methods.Third,improve the legislative level of teachers and increase the number of years of pre-service education.Appropriately increase the number of years of pre-service education,and try to carry out teacher education in the way of combining the bachelor's and master's studies.Fourth,improve students' safety awareness and strengthen safety education legislation.First of all,based on the reality of local schools,special legal norms should be introduced for the safety of school sports.Secondly,we should focus on cultivating students' knowledge of sports accident injury and self-rescue skills to prevent safety accidents.Finally,it can be considered to add provisions related to school sports insurance in the Physical Education Law,actively develop sports insurance companies and insurance products,and formulate special regulations on school sports compulsory insurance.
