Educational evaluation is related to the direction of educational development.Deepening the reform of education evaluation is a key task at present.In 2018,General Secretary Xi Jinping clearly proposed to reverse the unscientific orientation of education evaluation at the National Education Conference.In 2020,the CPC Central Committee and the State Council issued the Overall Plan for Deepening the Reform of Educational Evaluation in the New Era,which is a guiding document for the reform of educational evaluation in the new era.It takes the reform of student evaluation as an important starting point,requires that the unscientific practice of labeling students with scores be abolished,and puts forward the requirement of cultivating students with allround development of morality,intelligence,physic,aesthetics and labor.As the organizer of class work and the leader of the healthy growth of students,the head teacher shoulders more important responsibilities in the implementation of evaluation and education,and the evaluation quality of the head teacher is the key factor to win this battle.This study mainly focuses on the design of the evaluation literacy survey tool for middle school class teachers,the status quo of evaluation literacy,the influencing factors and the improvement suggestions.First of all,this study constructed a four-in-one evaluation literacy analysis framework for junior middle school head teachers,including evaluation affection,evaluation knowledge,evaluation skills and evaluation ethics.Through literature theoretical analysis,head teachers’ interviews and Delphi method,the framework was constructed.On this basis,this study formed the Questionnaire on Evaluation Literacy of Junior High School Headteachers,and carried out a large scale survey on the status quo of evaluation literacy of junior high school headteachers after trial and revisionSecondly,this study makes an in-depth analysis of survey data and interview data.The results show that the evaluation accomplishment of middle school class teachers is as follows : in the evaluation affection,they agree with the basic value but the evaluation education consciousness is weak;In the evaluation of knowledge,it is limited to the level of knowledge understanding and lacks professional depth.In terms of evaluation skills,I have strong communication and reflection ability but lack of systematic planning.In the evaluation ethics,rationality attaches great importance to but actual behavior has deviation;The development of evaluation accomplishment is not balanced,and the evaluation accomplishment of novice head teachers needs to be improved urgently.Thirdly,this study analyzes the influencing factors of the evaluation accomplishment of middle school head teachers from three dimensions of society,school and individual.Data show that personal factors have the greatest influence on the evaluation accomplishment of middle school head teachers,which is the inner cornerstone of the evaluation accomplishment of middle school head teachers.The social factor is the external support of the teacher in charge evaluation accomplishment,and the school factor is the growth foundation of the teacher in charge evaluation accomplishment.The further empirical analysis shows that the lack of social and school support factors will have a negative impact on the evaluation accomplishment of middle school head teachers,while the personal learning experience,practical exploration and professional consciousness of the head teachers have a significant positive impact on the evaluation accomplishment.Finally,on the basis of analyzing the status and influence factors,this study thinks that promote junior high school teacher evaluation quality,first should be established for the teacher in charge of community empowerment energized evaluation literacy cultivation idea,second face dimensions evaluation literacy issues item by item,and finally establish a society,school and family together,the teacher in charge of evaluation quality guarantee mechanism.
