Research On The Intervention Path Of Social Work For The Micro-renovation Of Public Spaces In Old Communities

The Fourth Plenary Session of the 19 th CPC Central Committee proposed that "we must strengthen and innovate social governance,and improve the social governance system with Party committee leadership,government responsibility,democratic consultation,social coordination,public participation,legal guarantee,and scientific and technological support.".China’s social governance shows a downward trend of service focus to the grass-roots level.The positive interaction of government governance,residents’ autonomy and the synergy of multiple subjects in the community begin to highlight.There is a certain space for social work to participate in the construction of community life community and governance community.In recent years,with the development of the national society,more and more old residential areas begin to have the demand for environmental renewal of micro transformation of public space.In view of this situation,H city government purchases social work services through bidding,and carries out the micro transformation project of public space "benefiting the people" in its jurisdiction.Based on the above policies and the local reality,this paper takes the collaborative governance theory as the theoretical guidance,and takes the "Huimin space" micro transformation project of Pearl Garden in D County of H city as the practical basis.Through the community observation and community research in the early stage of social work,from the aspects of environmental space micro transformation,social space micro transformation and multi-agent cooperation,the responsibilities and division of labor of the main representatives of Party committee,neighborhood committee,property company,social work organization and residents are clarified,and the equal and cooperative status and role of multi-agent in social public affairs are emphasized.Clarify the main linkage relationship that the Party committee is the guide,the neighborhood committee is the support,the property is the assistance,the social workers are the boost,and the residents are the basic driving force.And through the small to see the big way,summed up the "6 + 1" service stages of social work and community multi-agent intervention in the micro transformation of public space: project preparation stage-public opinion survey stage-mobilization and coordination stage-draft stage-publicity review stage-follow-up intervention stage,and the final effect evaluation stage.Highlight the role of social work in which the organization mobilizers,policy advocates,survey analysts,relationship coordinators,demand managers,service providers and other roles,further explore the current H city social work in the process of micro transformation of public space encountered in the common problems and experience.Five general promotion intervention paths are explored: 1.Make good use of the public space of micro transformation to shorten the social collaborative distance between neighbors;2.Through the discussion and consultation mechanism of buildings,we can play the role of multi subject collaborative governance;3.To tap the community advantage resources and stimulate the collaborative support of community self-organization;4.Formulate residents’ convention and train residents’ backbone to participate in collaborative governance;5.Carry out social work services and tap the local cultural characteristics of the community.Form the local micro transformation collaborative governance service experience with popularization and replication,and expand the practical application of collaborative governance theory in the field of social work public space micro transformation.
