As early as 1960 s,the theory of human capital emphasized the positive role of education in human capital and economic and social development.Countries began to attach importance to the development of education,and investment in education is an important guarantee for the development of education.Therefore,increasing investment in education has become an undisputed policy orientation.Therefore,whether spending extra funds in education can improve educational achievements has become the focus of scholars' attention.Firstly,based on the 2010 Census Data,this paper calculates the average years of education of the population born in 21 cities and counties in Sichuan Province from 1970 to 1990,which is used as the proxy variable of educational human capital,and then analyzes the historical evolution characteristics of educational human capital in various cities and counties in Sichuan Province,in order to understand the educational development of each region and the corresponding educational financial input of these residents in the basic education stage.Secondly,based on the analysis of factual characteristics,multiple regression analysis is carried out to explore the effect and influence mechanism of educational financial input on educational human capital;Finally,through the analysis of factual characteristics and empirical research,the main conclusions are as follows: First,in terms of educational human capital stock,the average years of education of residents in cities and counties in Sichuan Province is on the rise as a whole,but the educational human capital stock level in most areas is low,among which the educational human capital stock in ethnic minority areas is the lowest among 21 cities and counties,but its educational human capital growth rate is relatively fast,which corresponds to the residents in ethnic minority areas.The absolute scale of educational financial investment in the basic education stage is growing rapidly and the relative scale of educational financial investment is relatively high.Second,the empirical study found that education financial investment is conducive to the accumulation of education human capital.In the empirical results of three-year moving average,for every 1% increase in education financial investment per student,the average years of education of residents will increase by 0.067%;In the empirical results of 5-year moving average,for every1% increase in the financial input of education per student,the average years of education of residents will increase by 0.102%.In terms of influence mechanism,education financial investment can promote the accumulation of education human capital by reducing the ratio of students to teachers,and the effect of education financial investment on promoting the accumulation of education human capital is achieved by reducing the ratio of students to teachers.In order to give full play to the role of educational financial investment in educational development,this paper puts forward the following policy suggestions:First,increase educational financial investment and promote the accumulation of educational human capital;Second,reduce the ratio of students to teachers and improve the quality of education;Third,education policy tends to ethnic areas and narrows the gap between ethnic areas and non-ethnic areas;Fourth,each city should identify its own advantages and disadvantages,develop education according to local conditions,and strive to change to the mode of "high stock level-high growth rate".
