As the globalization competition becomes more and more manifest as the knowledge and innovation.The effective development and high level of human capital has increasingly become the foundation of the country development.The government is also paying more and more attention to investing in human capital to promote economic growth and narrow the income gap.During the last 15 years,the government's investment to the human capital has significantly improved both in terms of quantity and investment structure.However,high-level investment,the regional income gap is gradually expanding.This phenomenon has increasingly become an achievement that affects China's social stability and the goal of "two hundred years." From the history statistics,we can see that China has become one of the large income gap in the world.This will give us some questions: whether regional differences in human capital investment will affect the income gap.And is it positive or negative? And,will this relationship have different manifestations in different regions? Nowadays the definition of human capital also contains more and more connotations,Therefore,by examining the relationship and exploring the impact mechanism,it has important research value for further optimizing the human capital investment in the three regions,narrowing the income gap and achieving the goal of common prosperity.At first,the paper reviews the relevant theories and literature to the human capital and income gaps.Secondly,the writer examines the regional differences in human capital investment,and descriptively analyzes the regional expenditures of education expenditure,medical and health investment,and labor migration.Furthermore,through the calculation of China's 2003-2017 Theil's entropy measure,we can get the overall gap,the intra-regional gap and the regional gap,and summarize the trends of the income gap in the past 15 years.Then in the fourth chapter,the writer analyzes the influence mechanism from the main body of human capital investment,including family,enterprise and country,and from investment dimension from education,health care and investment migration.Finally,the writer chooses quantifiable indicators including education human capital investment,health and human capital investment,labor migration human capital investment,urbanization level,fiscal expenditure capacity,innovation technology level and social security level,then use the 2003-2017 indicator data for empirical analysis.and finally find the difference in investment among regions influence the income gap conclusions: First,in the past 15 years,although the overall income gap in China has narrowed,but in recent years there has been a tendency to expand;Through decomposition of the Theil index we can see that the regional income is the main reason that affects the income gap in China.Secondly,in the empirical conclusion,we can see that the investment in education human capital has widened the income gap in China.Especially in the western region,the investment in health and human capital can significantly narrow the income gap in China;the investment in labor migration human capital can narrow the income gap between the eastern region and the central region,but it has widened the western region.Income gap;urbanization level,innovation Technical level,the impact of fiscal spending ability,and social security income disparities are not the same.Finally,put forward the policy recommendations to solve the income gap in China from the perspective of regional evidence,in order to adjust the income gap in China from the perspective of human capital investment,and promote the healthy development of the national economy,achieve the great rejuvenation of the Chinese nation.
