| Universal education has become the common mission of global education.Since the"United Nations Millennium Plan"(hereinafter referred to as the "Millennium Plan")was formally proposed in 2000,governments,societies and international organizations around the world have made concerted efforts to promote the development of universal primary education.Significant progress has been made.The "Education for All Global Monitoring Report" shows that by 2020,the number of adolescents and children who drop out of school will be reduced by 80%compared with 2000.As a result of the implementation of the Millennium Plan,more than 34 million children worldwide have returned to school.In 2010,the enrollment rate of primary education in developing countries reached 90%.The gender gap between men and women has improved in terms of educational injustice.In 2020,the problem of universal basic education is mainly concentrated in Latin America.More than 8 million school-eligible young people have failed to complete primary education,which is equivalent to one-twelfth of the population of this age group.Governments of various countries have responded to the Millennium Plan by increasing investment in education,providing professional training for teachers,increasing the ratio of school teachers to students,minimizing dropouts,and ensuring that more school-age children receive the education promised by the government.Under the global trend of universal basic education,as a country along my country’s"One Belt,One Road" and a long-term friendly partner of China,Pakistan’s education reality is far from the goal of universal basic education.Pakistan has always been in the basic education stage.The school enrollment rate has worked hard,and public-private partnerships have played an important role in this process.Based on the current educational difficulties in Pakistan,this study sorts out the development history of Pakistan’s public-private cooperation in running schools,analyzes the support system of Pakistan’s public-private cooperation in running schools,and selects typical and representative public-private cooperation in running schools,with a view to public-private cooperation in Pakistan.Make recommendations for the long-term stability and continued development of the school.The first part focuses on Pakistan’s current educational plight,Pakistan in basic education is faced with low literacy rate and slow growth rate,large spatial differences in gender differences,lack of educational resources education environment needs to be improved,low quality of education,and the development of public-private cooperation in running schools to provide ideas and ways to solve these problems.The second part in Pakistan’s educational background,public-private cooperation in running schools has become a basic education in Pakistan to produce significant results and play an important role in the form.Public-private partnerships in Pakistan have gone through a period of infertility,development,stability and adjustment,from allowing the existence of private schools to the publicization of private schools and institutions,to the explicit"increase in private sector investment" in national education policies,and the discussion of the introduction of "public-private partnerships" into education policies,and the policy and social basis of public-private partnerships in Pakistan has stabilized step by step.The third part summarizes that Pakistan’s public-private cooperative schools have a more mature and stable development system,the Pakistani government and international organizations for the development of public-private cooperative schools to provide policy support,financial support,professional support and social support,the adjustment and improvement of the support system for public-private cooperative schools in the basic education stage to provide long-term stable development conditions.The fourth part focuses on the analysis of public-private partnership in the basic education stage of Pakistan,and deeply understands the current situation of public-private partnership in Pakistan through data collection.Different cooperation subjects and different modes of cooperation have carried out the practice of public-private cooperation in basic education in Pakistan,and a large number of cooperation projects and cooperative schools have gradually matured in Pakistan,becoming a typical case of promotional significance.This section mainly introduces the management and operation mode of care-LDG public-private partnership between the Cooperative Organization for Progressive Rehabilitation Education and the Lahore Regional Government,and the typical "adopting schools" project of the partnership,the management operation mode of the Punjab Provincial Education Foundation,the PEF public-private partnership,and the "Foundation-funded Schools"project,the "Continued Professional Development" program,the "Education Program" and the "New School Program" proposed under the partnership.The Education and Awareness Centre’s ITA-LDG partnership with the Lahore Regional Government and the Partnership’s"School-wide Improvement" programme.The fifth part expounds the experience summary of public-private cooperation in running schools in the basic education stage of Pakistan,first,policies and regulations to provide the development environment for public-private partnership,second,increase the financial input of public-private partnership,third,supervise and review public-private cooperation in running schools,and fourth,continue to strengthen the construction of school connotations,such as teachers. |
