The new institutional economists believe that the system is also a productive force and an important guarantee for the healthy development of a cause.Private basic education system has always been accompanied by the reform process of private basic education.Therefore,institutional innovation plays a key role in the development of private basic education.Generally speaking,institutional change basically refers to formal institutional change.That is,changes in laws,regulations and regulations.No matter in which age.Institutional changes basically remain in the form of policy texts,and so does the private basic education system.In this paper,historical and documentary methods are used.Specifically,this paper mainly includes the following aspects:Firstly,it gives an overall answer to what and how the private basic education system has changed since the reform and opening up.It mainly takes the form of historical stages and divides its development process into beginning,boosting,standardizing and governing period.It also makes a thorough analysis of the institutional environment,content and characteristics of each stage in order to establish a historical and coherent development path.It can bring people to think about the reasons for the change of the private basic education system and the innovation and development of the private basic education system in our country.Secondly,it analyses the motivation of the institutional change of private basic education in China since the reform and opening up.The internal motivation is due to the game between different stakeholders,which leads to the change of private basic education system.Deepening the reform of economic and political system,non-equilibrium of private basic education system,and the interests of the state are the external motivations for the change of private basic education system.The change of private basic education system is determined by both internal and external motivations.A systematic study of its institutional change motives can provide a theoreticalbasis for the current reform of the private basic education system.Thirdly,it examines the main dilemma of the current private basic education system in China.The government needs to further improve the property rights definition,supervision and teacher endowment insurance of private basic education.The predicament of organizational system and teacher management system mainly exists in private basic education organizations.On this basis,this paper makes an analysis of the causes of the two main changes of the government and private basic education organizations,and expects to provide practical basis for the private basic education system in China.Fourthly,it points out the realistic path of the development of private basic education system in China.The innovation of private basic education system can not be separated from the rational positioning of the government and the self-improvement of private basic education organizations.The government should clarify its responsibilities,establish service-oriented management consciousness,and optimize the relevant laws of private basic education so as to guarantee the supply of private basic education system.Private basic education organizations should strengthen the construction of school internal management system and constantly improve their ability of system innovation in order to promote the innovation of private basic education system.
