Since reform and opening-up,China's social economy has been fast improved,as a result of which people are no longer contented with pursuit of basic needs but gradually place focuses on education relating to improving their own quality.Therefore,education industry is gaining wide attentions in China with gradually increased development and significant achievements have been made.Furthermore,the education reform in China has also reached a critical stage,where there is an urgency to establish a corresponding public service system for accelerating construction of education system through scientific means.By balancing education resources in urban and rural areas through reasonable public service system,the quality of all people will be improved,thus effectively strengthening overall national quality.In addition,as education department serves as an important part of public service sector,reasonable allocation of teaching resources will effectively guarantee qualitative leap of cultural education in specific teaching links.As one of the economically powerful counties in Zhejiang Province,Cangnan County ranks the top in Zhejiang Province in terms of both social economic development and education.However,viewed from existing allocation of teaching resources of junior high schools within Cangnan County,those teaching resources in rest towns are hardly comparable to those in the county center with a wide gap.Therefore,the education system in Cangnan Country is not yet improved.The discussion consists of six parts.Part one is mainly an introduction of relevant background,purpose and significance.Meanwhile,literature is summarized,together with introduction of research topic,ideas and methods.Part two introduces relevant concepts and theories.Main concepts include public education services and its equalization,and relevant theories include the theory of fairness and justice,new public service theory and public product theory.Part three introduces the specific allocation of education resources and the problems with Cangnan County as a typical example.It mainly expounds the series of problems with current allocation of education resources through analysis of education development in Cangnan.Party four mainly analyzes the causes of unbalanced allocation of education resources in Cangnan.In this part,analysis is performed on the causes of problems with allocation of education resources in Cangnan.Party five mainly analyzes the allocation of education resources in foreign countries and offers references for allocation of education resources in Cangnan County by reference to their excellent experience of allocation of education resources.Party six mainly summarizes the research work on allocation of education resources,presents the achieved result and gives a comprehensive analysis of room to be improved.This paper gives a comprehensive analysis mainly based on the actual situation of allocation of education resources in Cangnan using the methods of literature research,case study and field survey.It also provides a solution to equalization of allocation of education resources and smooth development of education in Cangnan from the angle of equalization of public services.Based on the foregoing,a conclusion is reached that a critical factor in education development is allocation of education resources.In actual development of education,the allocation of education resources should be equalized between the county center and rest towns,thus guaranteeing smooth education work in Cangnan.
