| China is a vast country with a vast territory.How to ensure the equal allocation of resources,and at the same time carefully analyze the implementation process of the balanced development policy of compulsory education,optimize the implementation of the policy and promote the balanced development of compulsory education to a higher level has become a new problem.This paper mainly adopts the method of literature research,through referring to the policy texts issued by the national ministries and commissions,yunnan province and Diqing prefecture governments and relevant departments,government work reports,data of statistical departments,yearbooks and other relevant data.First,the basic situation of compulsory education in Diqing prefecture of yunnan province is introduced.Then,the implementation of the policy of equal access to basic public education services in Diqing prefecture was analyzed.However,there are also some problems,such as: 1.Policy formulation is not perfect;evaluation criteria are not coherent and unified enough,which affects the implementation of grassroots policies;2.The implementation of specific policies is not scientific and democratic;The attention to equalization of compulsory education quality is low,which affects the original policy purpose.Ii.Problems of policy executing agencies: absence of external supervision system;Objective substitution occurs in the process of policy implementation,which affects the recognition of target groups.Performance evaluation and recognition are biased,performance is impaired.Iii.Influence of target groups: low recognition from students and parents;School leaders and teachers suffer.4.Less than ideal environment:the economic environment and social and cultural environment are in urgent need of improvement.Based on the Smith model,this paper further analyzes and studies the causes of deviations and problems in the process of policy implementation.Lack of long-term consideration and public opinion reflection mechanism for specific implementation ofpolicy program planning;The index system of policy evaluation is incomplete.Ii.Executing agency factors: absence of supervision system;Single policy implementation and strong administrative authority;Performance recognition rules are not transparent.3.Factors of target groups: lack of communication mechanism between students and parents;School leaders and teachers involved in the game of interests.Iv.Environmental factors: low proportion of economic input and backward social and cultural environment.Put forward corresponding policy Suggestions: 1.Optimize policies: reduce the policy making process and unify the implementation and evaluation process;2.Emphasis on policy science and democratization;Improve the system design,improve the evaluation index system.Improve the efficiency of executing agencies: improve the supervision mechanism and give full play to its effectiveness;We will improve the way policies are implemented and coordinate the actual situation in each region.Clear recognition process,strict implementation of standards.Iii.Target groups: establish communication mechanism to improve students’ and parents’ recognition;We will focus on fairness and justice and promote healthy competition.4.Improving the educational environment: increasing the proportion of educational funds and optimizing the structure of educational funds;Strengthen education and publicity to improve the social and cultural environment. |
