The college entrance examination is the most influential and far-reaching test in China.It is an important system for selecting talents in China and an important public policy for the allocation of limited higher education resources in China.It has a national political,economic,cultural,and scientific aspect.No irreplaceable role.With the development of history,the shortcomings of the problems such as "one test for a lifetime" and "fraction-only theory" are increasingly exposed.The old college entrance examination system can no longer meet the needs of social development,and provides a high-quality and innovative type of innovation for the rapid development of the country.Various levels of society and various industries are eagerly looking forward to the comprehensive reform of the college entrance examination.The comprehensive reform of the college entrance examination with Zhejiang and Shanghai as pilots has emerged as the times require.This article analyzes the value orientation,guiding principles,and implementation content of the comprehensive reform policy of the college entrance examination represented by Zhejiang and Shanghai.The multi-source theory explains the background of the reform,and demonstrates it from three aspects: problem stream,policy stream,and political stream.It is believed that the comprehensive reform policy of the college entrance examination has responded to the eager expectations of the people,and is conducive to the formation of an examination admission system of "classified examinations,comprehensive evaluations,and diverse admissions."However,there are still many problems in the comprehensive reform plan of the college entrance examination in Zhejiang and Shanghai.For example,in order to maximize their own interests,various stakeholders treat the college entrance examination reform with a "utilitarian" attitude.In order for the comprehensive reform of the college entrance examination to achieve the desired results,we need to analyze the causes of these behaviors and the underlying institutional problems.This paper believes that the degree of legalization of higher education to be improved,the management system with excessively concentrated powers,and the lack of self-sponsored academic powers hinder the pace of comprehensive reform of the college entrance examination.With reference to the experience of the US,UK,Japan,and South Korean governments in establishing and improving the college entrance examination system,this paper proposes that our government should actively improve relevant laws and regulations,clarify its role positioning,and promote its role change;it should guide high school to conduct career planning education Improve the college entrance examination supervision and evaluation mechanism to promote the extensive participation of stakeholders.These suggestions jointly promote the comprehensive reform of the college entrance examination in accordance with the long-term implementation of the original intention of the reform.
