Talent is the first resource of economic and social development.In the report of the19 th National Congress of the Communist Party of China,the strategy of strengthening the country with talents is listed as an important development strategy in the seven strategies of building a moderately prosperous society in an all-round way The fourteenth five year plan for national economic and social development and the long-term goal of2035 put forward "deepen the reform of the system and mechanism of talent development,and train,introduce and make good use of talents in an all-round way".With the development of economy and society,the situation of talent competition is becoming more and more intense.The "talent competition" between countries and regions breaks out and upgrades.The competitive talent development environment has become an important factor to effectively attract and retain talents.Qingdao city is one belt,one road of Shandong's economic center,the first important modern marine industry development area,the Northeast Asia international shipping hub and the sea sports base.The "main road" of the New Asia Europe continental bridge economic corridor and the strategic supporting point of maritime cooperation,"how to create a good talent development environment,and then understand,attract talents,educate talents and use talents" It is particularly important to retain talents.On the basis of following the construction principle of evaluation index,a set of evaluation index system of talent development environment is constructed,which is compared with eight domestic cities such as Beijing and Shanghai,and the talent development environment of Qingdao from 2012 to 2019 is analyzed.This paper makes a further analysis and summary of the advantages and challenges of the current talent development environment in Qingdao.The main advantages are that the overall business environment is better,the economic development continues to improve,and the innovation and entrepreneurship environment develops faster;The main challenges are that the talent development environment does not have absolute advantages,the economic environment is far behind the first tier cities,and the cultural environment and ecological environment indicators grow slowly or even negatively.In this regard,this paper analyzes the causes of the existing problems from six aspects of ideology,economic development,talent policy and talent distribution,and puts forward countermeasures and suggestions to optimize the talent development environment of Qingdao from six aspects of improving talent awareness,strengthening economic development,optimizing talent policy and building an integrated talent service system 6 major aspects and 15 major suggestions on the development environment of talents in Qingdao,In order to break the institutional barriers of talent development and further improve the environment of talent development in Qingdao,this paper provides some reference.
