Research On The Evaluation Index System Of Talent Innovation Environment

Talent has become an important symbol of national economic and social development and determinants. Innovation is the soul and the driving force of social economic development, innovation environment is the basic conditions of protecting the innovation activities implemented and promoting innovation capability to improve. With the development of economic globalization and the knowledge-based economy, there has been fierce competition for talent worldwide; the key competition for talent is a competitive environment where talent is to play their innovation potential. Creating an innovation environment for talent is conducive to the introduction of talent, gathering talent and talent innovation.Based on the theoretical study and practical needs, an innovation environment assessment index system for talent has been built with expert advice. It includes 2 first- level indicators which is external environment and internal environment, 8 second- level indicators which is policy environment, personnel services environment, social environment, cultural environment, economic development environment, educational environment, work environment and innovative R & D environment and 33 third- level indicators which is government services, government efficiency, institutional policy,legal environment and so on. Using analytic Hierarchy Process determines the weight of each index. 653 personnel in C haoyang District, Beijing, conducted a questionnaire survey and empirical research is made using Fuzzy Comprehensive Evaluation Method which finds that innovation environment for talent of C haoyang District is on general level. Sorting second level indicators, the descending order is economic development environment, work environment, policy environment, innovative R & D environment, cultural environment, personnel services environment, educational environment, social environment which shows improving focus for innova tion environment for talent of C haoyang District and puts forward to suggestions of improving the innovation environment for talent of C haoyang District.
