Resent years, the momentum of economic development of Inner Mongolia Autonomous region has been slowed down gradually, problems of social, cultural, natural environment and other aspects which used to be covered when resource economics was running well is gradually exposed. It is extremely urgent to solve the problems of transformation of economic development path and simultaneous development of economy and society. And the key to solve the problems is to attach great importance to development of knowledge economy and development of talent resources and improvement of talent development environment, so we must fully grasp the reality of the situation of the talent development environment in Inner Mongolia.In this paper, the talent environment-related indicators of the country’s 31 provincial-level administrative units including Inner Mongolia in 2014 are tabled and sorted and specifically select public service environment, cultural environment, economic environment, natural environment as level indicators of talent development environment under the background of development status of economic, political, social, cultural, natural and other aspects of Inner Mongolia Autonomous Region recent years. And the number of insured of basic endowment insurance of urban workers, the number of insured of basic health insurance of urban workers, number of medical and health beds per thousand population are selected as secondary indicators of public service environment. The number of general institutes of higher education, the number of admissions in universities and colleges and the number of publications issuers are selected as secondary indicators of cultural environment. The per capita disposable income, the average annual wage of employees, R & D funds, the number of R & D project and the number of patent applications are selected as secondary indicators of economic environment. The number of nature reserve, transport volume of household waste and harmless treatment capacity are selected as secondary indicators of natural environment.Thereby obtain the following rankings after data processing on that basis:The national rank number of the three secondary indicators of public service environment are 23,24,22 respectively; The rank number of the four secondary indicators of cultural environment are 25,26,27,19 respectively; The rank number of the five secondary indicators of economic environment are 10,10,20,23,27 respectively; The rank number of the three secondary indicators of natural environment are 4,20, 17 respectively.After understanding the relative position of the various elements of talent development environment of Inner Mongolia in the country through the data, the author reads relevant government documents and information of Inner Mongolia Autonomous Region and refers to a number of related works then draws the following conclusions combining with related research in other regions in recent years:(1) Lack of strategic planning of talent development environment of Inner Mongolia.(2) Currently the personnel policy of Inner Mongolia is not targeted to special talent, the investment in talent can’t meet the development needs and the talent cultivation policy formulation is backward.(3) The talent market system is imperfect and guarantee mechanism runs sluggish.(4) The cultural industry scale is smaller and develops unevenly.(5) The economic slowdown resulted in less attractive to talent.(6)The trend of deterioration of the natural environment has not been fundamentally reverse.(7) The employers lack philosophy of humanistic management.
