With the continuous development of economy and the continuous improvement of residents' income level,parents' demand for high-quality preschool education is also increasingly strong.However,paradoxically,due to the unequal distribution of educational resources in China,parents still face practical problems such as "difficulty in getting into kindergartens" and "expensive in getting into kindergartens".Around2010,the State Council of China issued the Outline of the National Program for Medium-and Long-Term Education Reform and Development(2010-2020)and other guiding documents to further encourage and guide local governments to attach importance to preschool education,increase investment in preschool education,and improve the cost-sharing mechanism.Since then,the obvious bias of public expenditure on basic education in China has been improved,but there are still great development differences between regions.At the same time,according to the theory of fiscal decentralization and local government competition,it is true that there will be imitation or competition behavior in policy choices between regions.In this context,this paper combines the domestic situation and the research results of scholars at home and abroad to identify and analyze the strategic interaction mechanism of local government's public expenditure on preschool education through an empirical model,to study the main factors affecting the strategic interaction behavior of local government,and at the same time to put forward relevant policy suggestions.This paper firstly combs the theories of fiscal decentralization and local government competition,theoretically discusses the reasons for the strategic interaction of local governments in preschool education public spending,and at the same time further discusses the interactive behavior between regions by using the game model.Secondly,this paper combs the reality of the local government's choice of preschool education expenditure,and analyzes the relevant issues of the local government's fiscal policy of preschool education public expenditure from the overall national preschool education expenditure,the main situation and spatio-temporal evolution of the local government's preschool education public expenditure.Thirdly,this paper uses the spatial Durbin model,selects the data of 25 major provinces and cities in China from2002 to 2017 to develop the spatial panel model,and identifies the strategic interaction mechanism and influencing factors of the local government's public expenditure on preschool education.Based on the above research,this paper believes that there is a significant strategic interaction behavior in the choice of local government's public expenditure on preschool education,and the mechanism is scale competition.Specifically,there is a strategic interaction between geographically adjacent and economically adjacent local governments in the choice of preschool education financial investment policies,and the mutual influence of preschool education public expenditure structure in the geographically adjacent spatial weight matrix model is more prominent.In this regard,the central government and local governments can use the strategic interaction mechanism to reduce the degree of fiscal decentralization;Formulate the assessment and incentive mechanism and define the government's supply responsibility;Adjust the form of fund allocation,strengthen the consciousness of core elements;Set up a special financial fund to focus on the poor and backward groups;We will improve the structure of public expenditures and avoid bias in the structure of all types of expenditures.
