Since 2010,China's urbanization has changed from rapid land expansion to a new stage of human-centered urbanization, and the development of cities has also entered a new stage of emphasizing organic renewal from the large-scale demolition and construction in the past.At the same time, under the background of diversification, grid and refinement of urban governance subjects, social organizations are increasingly becoming an important part of urban governance system.Social organizations take the promotion of human development level as their mission and value pursuit.Their participation in the field of urban regeneration breaks the "government-market" dual subject urban regeneration mode formed in the process of urbanization in China used to do.They play an irreplaceable role in coordinating social contradictions, cultural protection and inheritance, urban environmental governance, and public infrastructure improvement. With the help of the analytical framework of social action theory, this study explores how the external resources, the ability to achieve goals, and the value norms of social organizations affect their willingness and behavior to participate in urban regeneration under the constraints of the existing social structure and social norms,so as to provide theoretical reference for social organizations to participate in urban regeneration. The study is of great significance for increasing the participation rate of social organizations in urban regeneration, and improving the conversion efficiency of participation willingness to participation behavior. In this study,226 senior and middle-level social organizations of Sichuan Province, with different level of province, city and county(district)were selected as the research objects to explore the driving factors that affect social organizations participating in urban regeneration, and the influence degree of these factors. This paper uses Mplus8.0 and SPSS24.0 for empirical research, and finally draws the following conclusions: external resources, the ability to achieve goals, value norms have a significant positive correlation with social organizations' willingness and behavior to participate in urban regeneration, among the value norms have the highest impact on the willingness and behavior of social organizations to participate;legitimacy, financial support, external collaboration network, internal collaboration network, law legal norms, organizational culture and social value have a significant positive correlation with the participation of social organizations in urban regeneration, while organizational type has a significant correlation with the willingness and behavior to participate;intellectual support and organizational ability have no significant impact on their participation;the willingness of social organizations to participate in urban regeneration has a significant positive impact on the participation behavior. Finally, combined with the four dimensions of adaptation, goal achievement, integration and dimension of social action theory, the paper puts forward the following policy suggestions: change the financial management system, strengthen publicity and education;improve the internal and external network, build a multi-agent action mechanism;introduce supporting policies to provide more government purchasing services;establish fine social organizations in the field of micro renewal to provide more humanistic services;strengthen positive information publicity and smooth channels of public opinion expression.
