Compulsory education in rural areas occupies a very important position in the strategic planning of China's basic education development and reform,and the optimization of rural basic education helps to promote the modernization of China's education and the overall process of education development.China's primary and secondary schools are governed by a principal's responsibility system.As the first person in charge of the school,the principal's overall quality and leadership level will have an important impact on the development of the school.The modernization of education has higher requirements for the capacity enhancement of principals of rural primary and secondary schools.Principals should have the awareness of problems and orientation to lead education to modernization;they should have the awareness of innovation to adapt to the modernization of education and promote the development of education modernization;they should have the awareness of responsibility to maintain the sustainable development of schools and enhance the competitiveness of schools.This study first investigates the leadership level of rural primary and secondary school principals,then analyzes the influencing factors affecting the leadership level of rural primary and secondary school principals based on the findings,and finally proposes effective countermeasures to improve the leadership level of rural primary and secondary school principals.The study clarifies the connotation,manifestation and model framework of leadership of rural primary and secondary school principals on the basis of combing domestic and international literature reviews.Through a questionnaire survey of 600 teachers in rural primary and secondary schools in 10 counties in Hebei Province and in-depth interviews with 10 rural primary and secondary school principals in S city,Hebei Province,first-hand information about the leadership level and influencing factors of rural primary and secondary school principals was obtained.The results of the study after compiling and analyzing the collected data showed that the overall performance of rural primary and secondary school principals' leadership needs to be improved,and there are significant differences among different groups;support factors are significantly correlated with rural primary and secondary school principals' leadership and have a significant impact on the improvement of rural primary and secondary school principals' leadership.The study summarized the realistic factors affecting the leadership level of rural primary and secondary school principals from three aspects: personal factors,organizational factors,and social factors.Based on the findings,the study proposed strategies to improve the leadership of rural primary and secondary school principals from the following three aspects: first,to improve the principal's own quality from four aspects,such as,improving professional level,enhancing personal charisma,changing leadership concept,and innovating school philosophy;second,to improve the internal school environment from three aspects: enhancing school hardware and software,strengthening organizational culture,and innovating school management mode;third,to improve the social status of rural principals.The third is to synergize the external social environment by improving the social status of rural principals,the management system of principals,and the training quality of principals.
