Recently, ICT in Education has become the key to Educational Reform, ICT in Education has been concerned and applied in each level of education, but there is little concern on the K12 school principals' consciousness and information literature of ICT in Education, especially their leadership of ICT on the environment. For the reason of upgrading the general level of ICT leadership in K12 schools in Beijing's rural areas, perfecting the research of principals' leadership in ICT fields , providing reference evaluation system of principals' ICT achievements both for schools and educational decision-making departments, and offering operational evaluation methods for principals' ICT achievements, enriching academic evidences and references for the principals' training and ICT leadership attainment in the future..From the very circumstance, we used qualitative methods and quantitative methods to carry out the research. During the investigation, we first interviewed sorts of persons, including persons who are in charge of ICT in education departments in ten counties in Beijing, principals, teachers, network administrators and students in twenty K12 schools in Beijing, classified the interview records, established the system of interview record code. at the mean time, we applied online investigation questionnaires. After analyzing the data of online questionnaires, we found out the factors which could affect the ICT development among the counties, and analyzed the application levels of ICT in each county. During the subsequent research, we applied the method of interview investigation, established principals' ICT leadership evaluation index system and interview record code system, analyzed the factors which could affect the ICT leadership of principals, found out the 6 key factors finally as follows: Principals' ICT consciousness and the application capability of ICT are influence factors of principals' ICT literature, informational organizing and management structure is a primary influence factor of principals' ICT leadership, the plan and evaluation of ICT system are the key of principals' ICT leadership, the consciousness and regulation of ICT in Education and curriculum integration, teachers and students' application capabilities of ICT are the primary influence factors of principals' ICT leadership, teachers' Professional development in ICT and students' all-around development are the primary influence factors of personal development in ICT in schools, informational regulation, informational culture atmosphere and informational moral regulation are the key influence factors in schools' ICT culture.
