Teachers are the subject of education and teaching activities.The professional quality and teaching ability of teachers are directly related to the growth of young students and the development of regional education.In order to stimulate the enthusiasm of teachers and guide their professional development,the education administration department has designed a series of incentive policies,including the performance evaluation of teachers and the evaluation and employment of professional titles.Although the original intention of the system is to motivate teachers to better complete work tasks,fulfill post responsibilities,and achieve the unity of personal career development and the school's educational goals.However,in the implementation of these two policies,I found that teacher performance evaluation played a limited role in motivating teachers,and the evaluation and employment of professional titles failed to significantly improve teachers'work enthusiasm.In order to analyze the performance evaluation and the evaluation and employment of professional titles for primary and secondary school teachers existence problem and the reason,this thesis choose wenchang in hainan province as a study area,the teachers of public primary and secondary school in wenchang as the research object,using the incentive theory and the knowledge of psychology,management,and using questionnaire and individual interview,literature research methods research on teachers' performance evaluation and the evaluation and employment of professional titles of the satisfaction degree,and the actual demand of primary and secondary school teachers.After investigation and analysis,there are the following problems:first,the performance evaluation standards are unreasonable;Second,the performance evaluation procedure is not standard;Third,the proportion of incentive performance pay is low;Fourthly,the eflect of post competition is not ideal.Fifth,the evaluation method of professional title organized by the education administration department is single.Based on the analysis of failure of the performance evaluation and the evaluation and employment of professional titles and why is that,combined with the needs of teachers,this study attempts to build primary and secondary school teachers incentive strategy,one is to improve the content of performance evaluation and set up a scientific standard.Second,standardize the performance evaluation procedure and establish the democratic evaluation mechanism;The third is to increase the proportion of incentive performance pay;Fourth,detailed post co1petition guidance,strengthen post post management;The fifth is to delegate the right of professional title evaluation,and adopt the evaluation mechanism that combines the competition in school and other schools participate in the evaluation.
