Research On Community Burden Reduction From The Perspective Of Social Work ——Based On The Practical Investigation Of Seven Communities In S City

As the most basic unit of social governance,community bears the arduous task of solving the "last mile" of social governance,and also determines the success or failure of the major strategic task of promoting the modernization of national governance system and governance capacity.With the deepening of the social governance process and the continuous improvement of the social governance system,the "load" carried by the community is also gradually increasing,far beyond the capacity of the community as a resident autonomous organization."Community burden reduction" has become a universal concern from the central to the local.In this paper,S City,where the community is located,has actively implemented relevant national and provincial policy requirements on community burden reduction in recent years,and actively carried out community burden reduction work.However,community burden reduction is not simply "slimming and reducing weight",and the analysis of community burden should not only be defined as administrative burden.With the advancement of fine management,the burden of social service with the attribute of autonomy is gradually produced and increased in the community.This paper holds that the goal of community burden reduction should be to reduce the excessive administrative burden beyond the scope of responsibility on the basis of "fitness and efficiency enhancement",and at the same time strengthen the main responsibility of serving residents and promoting residents' autonomy.Therefore,when measuring the effect of burden reduction,the key factor is whether the community,as a unit of grassroots governance,has enhanced the efficiency of grassroots governance and service after burden reduction.From the perspective of current development,community is still the largest service field and practice place of social work,and social organizations providing social services to the community are the most important organizational forms of social work.From this perspective,social work and its attached social service organizations play an increasingly important role in grassroots social governance and social governance innovation.With the continuous development of social work,social organizations and social workers are more and more involved in community governance,which provides a powerful power to reduce the burden of community,especially the burden of autonomous social services.This paper USES qualitative research methods of S city,7 community in-depth investigation from the perspective of social work,social ecosystem theory as analysis tool,the analysis "S city community during the current situation and existing problems,the path and logic behind,found that communities and burden in micro efficiency,improve transport in the macroscopic system in curing medium in the system relation structure,The problem of single subject in microcosmic system.And from the five clubs on the construction of the linkage mechanism,targeted put forward the optimization community and burden,countermeasures and Suggestions of improving the capacity of community service,in order to further play to the social work in community governance,especially during the important role of,let "community burden reduction,social work services to catch up with him",in order to realize community"fitness efficiency" the burden of effect,In order to provide new thinking and reference for the academic community to further study social work participation in community governance.
