Research On Burden Reduction In Urban Community From The Perspective Of Social Governance

With the deepening of reform and opening up and the rapid developing of economic and social,China's social structure and interest pattern have undergone tremendous changes.Social issues also become increasingly complicated and diversified.Traditional social management tools cannot keep up with changed social reality anymore.To accommodate to the changed social management objects,the Party and the government have strived to explore new ways of social governance through “decentralization” and adjusting social governance concepts,which can meet the need of the times development.Urban community is the basic unit of social governance and is also the center of community governance.The effectiveness of urban community governance is directly related to the result the overall social governance.In recent years,the problem of overburdened communities has caused increasing resistance to the effective governance of urban communities.A series of policies to reduce the burden on the community have been issued from the central government to local governments.In accordance with the actual conditions of the city's communities,City B has introduced relevant burden reduction measures to reduce the work of communities.From specificing matters of community work,clearing organization and specification,standardizing performance appraisal,strictly managing the use of seal,enhancing the level of autonomous functions and services,integrated information network six aspects to reduce the financial burden on the community.However,after several years of lightening practices,the burden reduction effect of the community remains to be further improved.In the context of social governance,this research uses qualitative research methods,takes 10 urban communities from A street in B city as the research object,and conducts depth interviews with key community leaders to obtain primary information on community burdens.The overall situation of community burden is grasped from the four aspects of community burden status,the impact of community burdens,and the way in which community workers deal with heavy burdens.It also puts forward some reasonable suggestions for the status and problems of community burden.The study finds that,at first of all,the burden on the community is still not optimistic.It directly has negative impacts on community workers,community residents,community relations and community neighborhood committees.Secondly,community workers are hardworking and overburdened with regard to excessive burdens.There are three coping strategies for profit-taking and cooperation-burdening.Among them,the integration of community resources and cooperation burden reduction are the most communities' choice.Finally,relevant policies and practical suggestions are proposed in response to the overburdened community.
