Basic education is the main body of national education and bears the basic and significant responsibility in the education system.Because of the importance of basic education,the society has put forward higher requirements for it,which also forces the basic education to be updated and reformed constantly.Improving school governance capacity in the field of basic education is the need to further activate educational productivity and also the key link to realize the modernization of educational governance system and governance capacity.Throughout the development of basic education in the world,Britain is in a leading position in the field of basic education research and development.In 2010 Britain in basic education school management introduced its scheme-"free schools",after long-term development,the school management in the field of basic education has a mature experience,for our country in the field of basic education school management provides a new model,so the further study of UK based education school management is particularly important.The specific research contents are as follows:(1)Deeply analyze the governance system of British basic education schools through literature research and case study,systematically and comprehensively analyze the external governance participation,internal governance structure,core of school governance and the important role of free school governance in modern basic education system of British basic education schools.(2)all levels of government,society,and industry are emphatically analyzed,such as the external forces influence on school management to participate in,it is concluded that the external governance in is one of the important factor affecting the school management change,especially in the operating conditions,realize the specialization of school management,and create a good environment for education and other aspects play an actively promoting role,It also brings more possibilities and contributions to school development,but overall,external participation has limited influence on school governance.(3)from the core functions,organization framework,safeguard mechanism and external review four Angle analysis the foundation education of schools internal governance,it is concluded that school management internal organization framework,clear hierarchy,carries out the responsibility main body and stable strong governance protection agencies is the effective of school internal governance to run efficiently.(4)from the teacher management,student management,course management and financial management of square in the face of the basic education school management kernel were analyzed,and concluded that financial management is one of the teachers,students,curriculum and the specification is the important guarantee of school internal toward the good direction,school management should not only pay attention to external forces,more want to do a good job of internal governance,Improve the basic education school governance rules,and then improve the quality of education,to meet people's education needs.(5)from the UK based education management background,operational mechanism,management model and running effect of "free schools" management to conduct a comprehensive analysis,it is concluded that the achievements of free schools in terms of school management,due to the decentralization in the basic education school administrators,emphasize the macro control of the country and the tube,office,a review of the separation of the management system.(6)Based education through the analysis from the macroscopic Angle the school management of the influence factors of internal and external structure,management content,management,and the concrete introduction and analysis on a micro level of "free schools" management operation of contents and characteristics,conclude that the basic education school management with the diversification of power,and below has many characteristics,such as perfecting the rich school management safeguard measures,It also provides reference for the governance of basic education schools in China at the present stage,including four governance measures including power under the government,enhancing school autonomy,emphasizing interactive co-governance,encouraging diversified participation,improving the governance system,providing operation guarantee,introducing market mechanism,and improving the quality of school running.In terms of the British education sector,sweeping reforms on basic education school governance,not only solved the low quality of education basic education field,unequal education resource allocation problems,and stimulate the social from all walks of life in basic education participation of school management,for the further development of basic education provide a steady stream of power.It also provides a space for thinking and reference for the development and reform of school governance of basic education in China.
