According to the development characteristics of "teacher orientation" of primary school students,class teachers have a significant impact on the all-round development of primary school students.With the introduction of the general plan for deepening the reform of educational evaluation in the new era,educational evaluation has been widely concerned by all sectors of society.The improvement of students' evaluation ability of primary school head teachers has become one of the urgent problems to be solved in current educational evaluation.Based on the theories of student evaluation,ability and ability structure and evaluation activities,this study constructs four dimensions of student evaluation ability of primary school head teachers: the ability to understand evaluation objectives,the ability to design evaluation schemes,the ability to select evaluation methods and the ability to apply evaluation results.Taking the head teachers of primary schools in G Province as the research object,a questionnaire and interview survey were conducted.It is found that:(1)the head teacher has some problems in the understanding ability of evaluation objectives: the fuzziness of evaluation objectives leads to invalid evaluation,attaches importance to summative evaluation,the lack of process evaluation,the confusion of class evaluation indicators and so on;There are some problems in the ability of evaluation scheme design: it is difficult for students to be the evaluation subject,the low utilization rate of the evaluation function of class culture wall,and the explicit integral system frustrates the enthusiasm of some students;There are some problems in the selection ability of evaluation methods: the excessive encouragement of evaluation methods,the compilation of comments does not accord with the characteristics of primary school students' physical and mental development,authoritative communication with students and so on;There are some problems in the application ability of evaluation results: lack of continuity of evaluation results,ineffective use of evaluation results,lack of communication of evaluation results and so on.Exploring the reasons,we can find that:(1)there are external reasons: the increase of head teachers' work pressure brought by the double reduction policy,the lack or dislocation of relevant training,the double-sided performance of students,resulting in the separation of home school evaluation and the weak position of head teachers under the guidance of social public opinion;(2)There are internal reasons:lack of evaluation literacy,lack of evaluation experience and deviation in treating students.Therefore,the primary school head teacher's student evaluation ability should be improved,and the government should implement the policy of "overall plan";Schools should build a platform for cultivating students' evaluation ability;Head teachers should improve their own evaluation literacy system;The society should build a support system for the development of head teachers' ability.
