In the post-poverty alleviation era,how to prevent herdsmen from returning to poverty has become an important issue in Inner Mongolia to consolidate the effectiveness of poverty alleviation and promote rural revitalization. As a brand-new orientation of social work theory, developmental social work focuses on livelihood issues, which has important reference significance for improving the livelihood strategies and improving the livelihood ability of unstable groups in poverty alleviation. This research adopts the methods of field research and literature research, takes E Gacha of L County in Xilingol League of Inner Mongolia Autonomous Region as the research site, and uses the methods of non participatory observation and unstructured interview to collect data.On the basis of systematically summarizing the experience of poverty alleviation in L County, this study analyzes the livelihood status of the unstable herdsmen in this area. The study found that the poverty alleviation work in L County did not reflect multi-dimensional poverty governance, and there were problems of unbalanced security policies and insufficient development policies. The sustainable livelihood of E Gacha's herdsmen have risks such as limited natural capital, shortage of financial capital, low human capital, and insufficient social capital.Under the logic of developmental social work, the sustainable livelihood policy of herdsmen should start from solving the two aspects of "imbalance" and "inadequate".Strategies such as consolidating natural capital, increasing financial capital, enhancing human capital, and improving social capital will help to improve the sustainability of herdsmen's livelihoods and reduce the risk of herders who have been lifted out of poverty and return to poverty.
