Since the launch of the "Decision of the State Council on Fighting to Fight Against Poverty”in 2015,the country has focused on solving the problem of poverty,and has pledged to achieve the completion of the "Struggle against Poverty" in 2020.There are 31 poverty-stricken counties in the Inner Mongolia Autonomous Region,including 22 counties in pastoral areas and semi-agricultural and semi-pastoral areas.With the efforts of governments at all levels and under the role of various poverty alleviation policies,the country has gradually built a solid bottom line for living security.This measure effectively improved the overall living conditions of the poor people in the rural and pastoral areas,and laid a solid foundation for the future social development of the rural and pastoral areas.With the smooth progress of poverty alleviation,as of February 2020,20 poverty-stricken counties in the Inner Mongolia Autonomous Region have achieved the "cap removal",marking the end of the "Invasion of Poverty Alleviation" in the Inner Mongolia Autonomous Region.With the implementation of the national"precision poverty alleviation" policy,the pastoral areas have basically reached the overall goal of "two worry-free and three guarantees".However,due to the relatively simple livelihood methods of pastoral areas and limited production income,how to achieve sustainable development of pastoral areas,the rational and efficient use of pastoral resources,consolidate the results of"poverty alleviation",and improve the quality of life of herdsmen are urgent problems to be solved.This article selects national poverty-stricken counties and Siziwang county,pastoral areas in Inner Mongolia Autonomous Region as research sites.Through surveys,using literature research methods and qualitative research methods,non-participating observations and semi-structured interviews are used to collect data to investigate the current status of pastoral herders.Livelihood status.Through investigation,the current pastoral areas faced with factors such as marketization,urbanization,etc.,mutual aid in production has declined,local culture has declined,and the livelihood of pastoralists has shown production costs and ecological costs have continued to rise.Two aspects of society explore the causes of the unsustainable livelihoods of herders,use social work concepts and methods to clarify the specific service targets and their role roles of social work to interfere with the pastoral livelihoods of the herdsmen,and propose to enhance community mutual assistance,resource links,ethnic cultural reconstruction,and expand finance Knowledge and policy advocacy and other aspects of social work intervention approaches to sustainable livelihood issues in pastoral areas.
