In the report of the 19 th National Congress of the Communist Party of China(CPC),the rural revitalization strategy and effective governance have been put forward. As one of the multi-subjects of rural community governance, social workers can play an important role in the effective governance of rural areas. This study uses the method of field studies and takes the "one group of two conferences" consultative autonomy model of S town in Inner Mongolia as a clue, participatory observation and Semi-structured Interviews were used to analyze the role of social workers in rural community governance. It is found that social workers play four roles: service provider, resource linker, coordinator and advocate in the governance model of "one group and two conferences" in S town. The current dilemma of the role of social workers includes the insufficient propaganda of the government for the policies in rural areas, the insufficient support for the social workers, the insufficient awareness of the villagers in the community to participate in the activities of community autonomy, and the insufficient participation of social organizations in the rural areas, the ability of social workers themselves to participate in rural community governance needs to be improved. This study proposes solutions to these problems at the levels of government, community and social workers, with a view to rural revitalization under the background of social workers in rural community governance should assume the role of reference.
