Research On The Problems Of Procurement In Private Colleges And Universities And The Countermeasures To Solve Them

With the popularization and development of higher education,the number of schools and students enrolled in private colleges and universities has developed significantly under the encouragement of national policies and market demand.On April30,2019,the Executive Meeting of the State Council discussed and adopted the Implementation Plan for Special Work on Higher Vocational Expansion,which stipulates that the expansion of higher vocational colleges and universities in China will be implemented from 2019 with an expansion of 1 million students.This important initiative is a major opportunity for the reform and development of vocational education,which will have a significant impact on the development of education in China,and private colleges and universities have become a new force in China's higher education system that cannot be ignored.The contradiction between the very limited public education resources and the growing demand for higher education is effectively eased with the development of private colleges and universities.However,private colleges and universities are facing many problems while developing at a high speed.The biggest problem is that private colleges and universities are not supported by financial resources and face huge financial pressure under the fierce competition,and the procurement work of private colleges and universities is the major part of the use of funds.How to use the funds efficiently and dominate the limited school resources is the key for private colleges and universities to achieve sustainable development.Because of the different funding sources of private colleges and universities and public colleges and universities,it is decided that the procurement management mechanism is vastly different.How to establish the procurement management mechanism in order to improve the procurement efficiency,improve the procurement quality and reduce the procurement cost of private colleges and universities is the key to promote the sustainable development of private colleges and universities.This puts forward higher requirements on the construction of procurement system,the selection of procurement methods,the design of procurement procedures,the improvement of procurement supervision and the improvement of procurement staff quality.Based on the analysis of the literature and theories related to the procurement of private universities,this study makes an in-depth analysis of the organization,characteristics and problems of the procurement of private universities.Then,taking the procurement work of S Business School as an example,the current problems of procurement in private colleges and universities are derived from the analysis of actual work based on the procurement work experience of the authors of this study.And with the problems as the guide,the differences between procurement in private universities and public universities(government procurement)and the reasons for the problems in the implementation of procurement are analyzed.Solutions to the problems of procurement in private colleges and universities are given,and a preliminary discussion on how to gradually improve the procurement in private colleges and universities is made.The key point and innovation of this study is that procurement in private colleges and universities in China is only in its infancy and there are many shortcomings and areas to be improved,and this study will supplement this gap.At the same time,it is also an educational topic that keeps up with the times,introducing the significance of implementing procurement work in a special field of private colleges and universities,and analyzing the private colleges and universities where the authors are engaged in procurement work as typical cases to extract guiding experiences and suggestions from practice.This study will try to contribute its modest contribution to the improvement of procurement work in private colleges and universities in China based on the little research that has been done so far.
