At present, as an effective means of internal management of schools, the teacher performance appraisal being given much attention, more and more colleges and universities, hopes to carry out teacher assessment activities to enhance the quality of education and promote the scientific management of teachers. In the market economy private colleges and universities developed, due to the difference between the operating costs in order to improve school quality, win recognition of the community, and pay more attention to teaching input and output, performance and achievements of teachers is an important guarantee for the development of private universities. Most private colleges and universities still apply the management and performance evaluation in the state-own university. However, in the actual performance appraisal, the performance indicators are irrelevant to the university development strategy, and do not match the teachers'actual condition, seriously hampering the positive initiative of teachers. Therefore, to explore and study the performance appraisal of private college teachers has become an urgent problem to be solved. Aspects of performance appraisal of teachers can not completely copy the one in the state own universities. Private colleges and universities must develop their own performance assessment model in line with development goals.This paper is to study the performance assessment by Balanced Scorecard (BSC), a prevailing method, which can promote implementation of the strategy the private colleges. Paper first starts from the background of the development of private universities and opportunities and challenges faced by them to develop strategies map for private colleges and universities. Then followed by the implementation of the strategic objectives to the sub-faculties, departments and teachers .Lastly, the four dimensions of the BSC will be amended into the four dimensions of performance appraisal of teachers, according to the relationship between the four dimensions of strategic objectives and performance indicators to determine the establishment of teacher performance indicator system the Delphi method and AHP to build a private BSC model for performance evaluation of University Teachers. BSC-based performance appraisal system for teachers makes the university strategic goals and indicators have a certain relationship of orientation and support. Taking Eurasia University's teacher performance assessment study for the empirical analysis, proposals will be presented in the BSC applications in teacher performance appraisal.
