| Education is the foundation of development,and the scientific formulation and effective implementation of Yi-Chinese bilingual education policies are the key to promoting the development of Liangshan ethnic education and consolidating the foundation of Liangshan’s development.With the strong support of various policies of the central and local party committees,governments and relevant departments at all levels,Liangshan Yi-Chinese bilingual education has been developing continuously for more than 40 years since 1978,and has cultivated a large number of bilingual ethnic minority talents in Liangshan area.It has made important contributions to improving the quality of the Yi people in Liangshan,strengthening the unity of the Liangshan people,inheriting and carrying forward the excellent culture of the Yi people,promoting the development of Liangshan’s political,economic,cultural and social society,and making important contributions to the Chinese national community.However,the development of Liangshan Yi-Chinese bilingual education requires not only the formulation and promulgation of a series of idealized policies,but more importantly,the true implementation and specific implementation effects of idealized policies.This article takes the implementation process of the Yi-Chinese bilingual education policy in Liangshan Prefecture as the research object,adopts questionnaire survey,in-depth interviews and model analysis as the main research methods,starting from combing the implementation and effectiveness of Liangshan Yi-Chinese bilingual education policy,and based on the Smith model The four main factors influencing the policy implementation process are the analysis framework,and then use the problemcause-countermeasures as the internal logic to comprehensively analyze the implementation process of the Yi-Chinese bilingual education policy.The five chapters of this article are arranged as follows: The introduction of the first chapter is mainly through the research background and significance,public policy implementation and the research review of the ethnic-Chinese bilingual education policy,related conceptual explanations,theoretical foundations,and comprehensive elaboration of research design and research methods.It proves the rationality and scientificity of the research question and the feasibility and significance of the research.The second chapter first introduces a brief description of Liangshan Yi people and Yi language,aiming to explain the breadth and depth of Yi culture,the important influence of Yi culture,and the necessity of Yi culture inheritance,thus further emphasizing the importance of Yi-Chinese bilingual education for inheriting excellent national culture Significance: By combing the implementation and effectiveness of Liangshan YiChinese bilingual education policy,the whole picture of Liangshan Yi-Chinese bilingual education policy is spread out,aiming to understand and analyze the current status of implementation of Yi-Chinese bilingual education policy more comprehensively.Chapters 3,4,and 5 are based on the Smith model,with problems,causes,and countermeasures as the internal logic,and a comprehensive analysis of the implementation of the Yi-Chinese bilingual education policy in Liangshan Prefecture from the four dimensions of idealized policy,execution subject,target group and execution environment process. |
